B. Approval of Minutes of 2/6/91
M/S Davis/Peck to approve the minutes of 2/6/91.
Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 3/1/91.
D. Oral and Written Communications
Commissioner Davis presented publications regarding heritage
preservation that she brought with her from a visit to Eureka.
The Commission discussed the possibility of creating similar
educational publications for Saratoga.
The Commission requested staff to check on the possible
involvement of the Commissioners in the interview and
selection process of new commissioners for the positions
open on the Heritage Preservation Commission.
The Building Department requested the Commission's approval
to conduct structural tests to the Village Library building
on Oak Street. The tests require removal of the plaster in
three different wall areas. The Commission directed the
Building Department to select the test areas in the least
visible locations and to be sensitive to the fact that the
interior of the library is the original interior as built in
1927. The Commission also requested that, if as a result of
the tests further work is deemed necessary, the project should
be submitted to the Commission for further review.
II. OLD EUSlNEES
A. City Council/Heritage Preservation Commission Joint
Meeting
The Commission discussed and agreed upon the following items
to be proposed for the joint meeting agenda:
1. Discussion of the Commission's role and achievement in
the last year.
2. Review of the Commission's work program for the next
year.
3. The restoration and future use of the Warner Hutton
House.
III. NEW EUSINESS
A. Preservation of Historic Ways and Sites
This item was continued to the next meeting on 4/10/91.
E. Review of a Proposed Addition to Bella Mia
Restaurant - 14503 Big Basin Road
Assistant Planner George White presented the proposed addition
to the Heritage Preservation Commission. The proposal
includes a second story balcony along the front elevation,
enclosure of the left side balcony and addition of a two story
stairway which will be visible from the front and left side
elevations. Some of this changes are required per the Fire
Code in order to continue the operation of the second story
portion of the restaurant. The subject structure is on the
City's Heritage Resource Inventory.
The Heritage Preservation Commission reviewed the application
anddetermined that the proposed addition is incompatible with
style and architecture of the historic structure. The
Commission can not support the proposal and suggested that the
applicant will work on alternatives which will limit the
changes to the rear elevation.
The Commission unanimously approved the following motion:
The subject structure is on the Heritage Resource Inventory.
The proposed addition is inconsistent with the historic style
and architecture of the building. The Commission recommends
that no change be approved at the front or side elevations.
The Commission does not object to interior changes or to an
alternative which modifies the rear elevation in order to
accommodate the required stairs.
Planner White said that he will communicate the Commission's
concerns to the applicant and work with him on other possible
alternatives in accordance with the Commission's
recommendations. New alternatives, if achieved, will be
submitted for the Commission's review.
C. The Heritage Preservation Commission Work Program
The Commission discussed future projects and issues which
should be included in the Commission's work program for the
next year. The following are suggested items for the program:
1. Educational program to encourage the public awareness and
familiarity with historic resources. The program should
include publications describing selected historic structures,
a handbook with possible heritage tours and organize slide
shows for the public and students in particular.
2. Check possibilities for grants and community support for
the restoration of Warner Hutton House.
3. Study and develop an incentive plan which encourages
owners of heritage resources to preserve their historic
structures.
4. Review other streets, in addition to Saratoga Avenue
including Quito Road, Marion Avenue and Oak Street, for
qualification as Heritage Lanes.

be on April 10th at 8:30 a.m.
