I. ROUTINB ORG~NIZ&TION
A. Roll Call
Present: Ansnes, Davis, Koepernik, Mitchell, Peck, Peepari,
Sabin
Absent: None

B. Approval of Minutes of 4/10/91
M/S Davis/Sabin moved to approve the minutes of 4/10/91 with
a change under New Business Section A which should read "Park
and Trail Master Plan" instead of Open Space Element.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 5/3/91.
D. Oral and Written Communications
Commissioner Mitchell requested a status report regarding the
designation of Mr. Ebner's house. In order to designate the
house the Heritage Preservation Commission has to determine
that the house is qualified to be included on the Heritage
Resource inventory, based on the historic research for the
home. Commissioner Mitchell completed the research. The item
will be scheduled for the 6/12/91 meeting.
II. OLD BUSINESS
A. Organizational Procedure
The term of Commissioner Ansnes as the Commission's Chair
Person has expired and a new Chair and Vice Chair should be
elected.
The Commission unanimously elected Commissioner Koepernik as
the new Chair and Commissioner Davis as the Vice Chair.
The Commissioners congratulate commissioner Ansnes for being
reappointed by the City Council to the Commission, and
commissioner Robert Peepari for his appointment as a new
member to the Commission.
B. Heritage Resource Inventory Preview List
Commissioner Ansnes said that the Commission has already
reviewed the resources in the preview list in according with
the criteria set forth in the ordinance. Staff will check the
old survey forms. If no formal action has been made, the item
will be rescheduled for the following meeting.
III. NEW BUSINESS
A. Heritage Preservation Commission Work Program
The Commission decided to include the following items on its
next year work program:
1. Complete the publication of "Saratoga's Heritage" book.
2. Research and prepare a publication of the history of
transportation routes.
3. Study and Prepare a Heritage Lane Inventory.
4. Prepare a publication which will include description of
the history and architectural qualities of selected historic
homes.
5. Initiate public panels and presentations of subjects
related to the City's history.
6. Develop educational program including slide shows in
schools and other public groups. A key school person should
be contacted for the purpose of coordination.
7. Publish articles in the local newspaper on a regular
basis, including an article explaining the meaning of the
Heritage Resource Inventory.
8. Create a changing display in the City Hall presenting the
"Resource of the Week" including the history, architectural
description and photographs of the selected resource.
At the next meeting the Commission will set priorities for the
items on the work program and assign responsibilities of the
items to each Commissioner.
B. Heritage Lane Inventory
The Commission reviewed the preliminary list of streets which
may qualify for designation as Heritage Lanes. A number of
streets were added to the list and others were deleted.
The Commission decided to continue the discussion of this item
to the following meeting to allow the commissioners time to
visit each of the streets on the proposed list. At the next
meeting the Commission will determine which of the streets is
qualified to be included in the inventory in accordance with
criteria provided in the City Ordinance.
The Commission also discussed the results from the Planning
Commission meeting regarding the designation of Saratoga
Avenue as a Heritage Lane. The Planning Commission's
direction was to complete a Heritage Lane Inventory for the
whole City which should be included in the amended Circulation
Element. In the interim, it was recommended that the City
Council direct staff to proceed with the amendment of the
Fence Ordinance and the Heritage Preservation Commission
should be authorized to review all the applications for new
construction along the subject portion of Saratoga Avenue.
The Heritage Preservation Commission felt that the delay of
the decision and linking the designation to the Circulation
Element is not necessary. The Commission Directed staff to
prepare a letter to the City Council to that effect. The
letter will be reviewed by the Commission at the following
meeting.
IV. ITEMS INITIATED BY THE CONMISSION
A. Commissioner Peck raised concerns regarding the inclusion
of veterans' names killed in action on the list of proposed
street names. He felt that it is very difficult to include
the names of all those who were killed in the different wars,
or to make a decision which of the veterans' names should or
should not be included. The Commission agreed that such a
list may result in honoring a number of veterans and offending
other families if their relatives were not included. The
Commission felt that the City should continue to select street
names which are tied to the land and that there are other
appropriate ways of honoring the veterans. The Commission
directed staff to prepare a letter to the City Council
requesting reconsideration of the direction regarding street
names.

The meeting was adjourned at 10:20 a.m. The next meeting will
be on June 12th at 8:30 a.m.
