ROUTINE ORGANIZATION
A. Roll Call
Present: Ansnes, Davis, Koepernik, Mitchell, Peck, Peepari,
Sabin
Absent: None

B. Approval of Minutes of 5/8/91
M/S Sabin/Ansnes moved to approve the minutes of 5/8/91 with
the addition under New Business Section A (6): "...in
coordination with Saratoga Historical Foundation" and change
to Resource of the "month" instead of the "week", Sec. A(8).
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 6/7/91.
D. Oral and Written Communications
Commissioner Sabin presented a publication of the Historic
American Building Survey in Santa Clara Valley, Fall 1991
which included a number of Saratoga's historic resources. The
publication has a number of errors. Commissioner Sabin will
notify the organization regarding the incorrect information.
The Commission reviewed a letter from the Library Commission
requesting relocation of the Heritage Orchard sign closer to
the beginning of the orchard site to allow the location of a
new sign for the library at the corner of Fruitvale and
Saratoga Avenues. The Commission had no objection to the sign
relocation.
Joe Oncay, the Chief Building Inspector, reported to the
Commission regarding the status of the restoration work of
the Warner Hutton House. The house has been connected to the
sewer, water, electricity and gas systems. Oncay met with Cal
Trans and inspected the damage to the house. It is Cal Trans'
responsibility to restore the house to the conditions prior
to the vandalism.
The city proposed to handle the restoration and the Traffic
Authority will pay in accordance with an acceptable bid. The
Traffic Authority is interested in such an arrangement and
Oncay is proceeding with the bids. The Traffic Authority is
also responsible for the completion of the landscaping around
the house.
Chairman Koepernik reported to the Commission about the Tax
Act conference he attended. He found the workshop very
informative. This information should be made available to the
public and used as an incentive for preservation of historic
structures. The Commission agreed that a copy of the material
regarding the Tax Act should be placed in the library.
OLD BUSINESS
&. Heritage Resource Inventory Preview List
The Commission reviewed the Heritage Resources on the preview
list and determined the criteria which qualify each of the
resources to be included on the Inventory for Heritage
Resources. The Commission will continue the review at the
following meeting.
The Commission included in the review the house on Saratoga
Avenue owned by Mr. Ebner. Commissioner Mitchell completed
the survey forms related to this house. The Commission
determined that the house is qualified for inclusion on the
Heritage resource inventory according to criteria c, e, and
f of the City Code. Mr. Ebner attended the meeting and was
notified that he can proceed with an application for
designation of the house as a heritage resource. The
designation is required in accordance with the subdivision
condition on the property.
B. Saratoga's Heritage Book
Secretary Adar reported to the Commission Regarding the status
of the publication of the book. The completion of the book
is planned for mid to end of September, 1991.
C. Memorandum to the City Council
The Commission reviewed the draft memorandum to the City
Council related to the designation of Saratoga Avenue as a
Heritage Lane and inclusion of veteran names on the suggested
street name list. The Commission approved the memorandum with
minor revisions which will be scheduled for the next available
City Council meeting.
III. NEW BUSINESS
A. Heritage Preservation Commission Work Program
This item was continued to the next meeting on 7/10/91.
B. Heritage Lane Inventory
This item was continued to the following meeting on 7/10/91.
C. Sound Wall Application at 13810 Saratoga Avenue
The Commission reviewed the application for an eight foot
sound wall at the property line. A wall at this height and
location requires a variance.
The Commission felt that although a 10 foot setback is more
desirable, the proposed location of the wall, at the property
line, is consistent with the wall at the adjacent property.
A variance has been granted at the neighboring lot, for an
eight foot wall at the property line. The Commission felt,
however, that although allowed per the City Code, the proposed
height of the fence is incompatible with the street character
and should be limited to 6 feet. The Commission also
recommends that the wall design include additional vertical
reliefs to break the length of the wall into smaller segments.
A detailed landscape plan should be submitted by the
applicant. Landscaping and planting should be designed and
selected in a natural setting with drought tolerant
vegetation.
In addition, the Commission recommends that the submitted
plans and landscaping be drawn clearly and to scale prior to
submittal to the Planning Commission.
