Roll Call Present: Ansnes, Davis, Koeperntk, Peck, Peepari, Sabin Absent: Mitchell Staff: Adar B. Approval of Minutes of 7/10/91 M/S Peck/Peepari moved to approve the minutes of 7/24/91. Motion passed unanimously. C. Posting the Agenda Pursuant to Government Code 54954.2, the agenda was posted at City Hall on 7/5/91. D. Oral and Written Communications Commissioner Davis reported to the Commission that the first draft Open Space Element has been completed. Davis said that all the Heritage Preservation Commission's concerns were addressed in the draft element. The only concern that Commissioner Davis has is related to the scenic open space map which is included in the proposed element. The map indicates properties which are underdeveloped and may have scenic open space value. Davis is concerned because, in her opinion, the maR is not inclusive and sites were not properly surveyed prior to inclusion on the map. Arialogically, Davis felt the Heritage Preservation Commission should be careful in the evaluation of the historic significance of properties prior to inclusionon the Heritage Resource Inventory. The Commission agreed that it is important to have a clear and simple review process. Property owners should be notified that their property is included on the Heritage Resource Inventory. Commissioner Ansnes also emphasized that preservation issues should be distinguished from planning issues when submitted for the Commission's review. Commissioner Peck informed the Commission that the Historic Museum has recently completed the construction of a reproduction of a prune dipping fireplace. II. OLD BUSXB'BSG A. Heritage Resource Inventory Preview List The Commission reviewed the Heritage Resources on the preview list for which a survey has been completed. Twenty four additional resources met the City Code criteria for Heritage resources and were added to the Inventory. B. Heritage Preservation Commission's Work Program The Commission reviewed the work program and assigned responsibilities to each of the commissioners and staff. The assignments were as follows: 1. complete the publication of "Saratoga's Heritage" book - staff. 2. Research and prepare a publication of the history of transportation routes - Koepernik and Peck. 3. Study and prepare a Heritage Lane Inventory - completed. 4. Prepare a publication which will include a description of the history and architectural qualities of selected historic homes - Peepari and Sabin. 5. Initiate public panels and presentations of subjects related to the City's history - to be coordinated with Saratoga's Historical Foundation. 6. Develop educational program including slide shows in schools and other public groups. The educational program should be coordinated with Saratoga Historical Foundation and with a key school person - Ansnes and Davis. 7. Publish articles in the local newspaper on a regular -. basis, including an article explaining the meaning of the Heritage Resource Inventory - rotate responsibility. Staff will also check with Saratoga News the possibility of assigning a permanent column for publications related to heritage preservation. The same information prepared for the "Resource of the Month", in the next item (8), can also be published in the paper. 8. Create a changing display in the City Hall presenting the "Resource of the Month" including the history, architectural description and photographs of the selected resource - Sabin, Ansnes and Adar. 9. Develope an incentive program to encourage preservation of historic resources - to be scheduled and developed in the next Commission's meetings. 1II. NBW BUBZNBSB A. Guidelines for administrative review of modifications to Resources on the Heritage Resource Inventory The Commission reviewed and approved the guidelines for review and approval of minor revisions to structures on the Heritage Resource Inventory. Guidelines for administrative review of modification to structures listed on the Heritaqe Resource Inventory The list includes minor alterations which will not change the character, architectural style or features. 1. Interior remodeling or restoration of single family dwellings. 2. Replacement of roof cover with same materials and colors. 3. Replacement of windows and exterior doors with same size, materials, color and design. 4. Restoration of architectural features to original where documents are available. 5. Minor alteration to elevations which are not exposed to view by the public. 6. Emergency structural repair. 7. Replacement of decaying portions of sidings to match existing materials. B. Request to restore the chimney at the Foothill Club The Colission discussed the request to restore the chimney at the Foothill Club, a heritage resource on the National Register. The Commission with the advice of the State Historic Preservation Office recommends the followings: a. The original bricks, as many as available, should be used for the restoration of the chimney. b. If necessary, other bricks, which match the original, may be used. The newer bricks should be located in areas less visible to the public. c. The mortar to be used should be soft and of the same color, texture and composition as the original mortar. IV. IT~ INITIATED BY THE CO~J~XSSION None.
