HERITAGE PRESERVATION COMMISSION
MINUTES

I. ROUTINE ORGANIZATION
A. Roll Call
Present: Peck, Davis, Koepernick, Ansnes
Absent: Sabin, Peepari, Mitchell
Staff: George White
B. Approval of Minutes of 7/24/91
M/S Ansnes/Peck to approve minutes of 7/24/91. Passed 4-0.
C. Posting of the Agenda
Pursuant to Government COde 56954.2, the agenda was posted
at City Hall on 8/23/91.
D. Oral and Written Communications
Commissioner Ansnes reported that a slide show on the history and
architecture of Saratoga will take place at the City library on
September 9 at 10 am.
Commissioner Koepernick submitted a written report regarding the
focus of future preservation activities to be included in the
brochure for the recognition dinner.
Commissioner Peck wanted the year that the commission was estab-
lished included in the text.
Commissioner Davis thought that lumber wagons should also be
inserted into the text.
Commissioners were unanimous in approval of the text.

II. OLD BUBINBSS
A. Review of Proposed Amendment to the Fence Ordinance Related
to Heritage Lanes.
Commissioner Artshes expressed concern that sound walls were still
permitted.
Commissioner Peck wanted to be sure that sound walls would be
discouraged by the amendment of this ordinance.
Commissioner Davis was worried about future traffic volumes after
the construction of Highway 85 and that sound walls may be needed
along Saratoga Avenue as a result.
M/S Ansnes/Peck to recommend that the Planning Commission approve
the amendment to the fence ordinance. Passed 4-0.
III. NBW BUSINESS
A. Incentive Programs for Preservation of Heritage Resources.
Commissioner Ansnes suggested that the idea of a Bed and Break-
fast Ordinance should be reconsidered.
Commissioner Peck felt that public opposition would still exist
against such an ordinance.
Commissioner Artshes spoke of allowing Bed and Breakfast estab-
lishment in a one block radius from the commercial village core.
Commissioner Koepernick felt that this idea was feasible but that
timing was important.
Commissioner Peck reported that Bed and Breakfast establishments
existed in the years past in Saratoga to service the summer
visitors.
Commissioner Koepernick said that the idea should not be aban-
doned.
Commissioner Artshes felt that the community needed to be educated
to accept this idea-that outreach and mitigation of impacts
should be considered.
Commissioner Koepernick stressed the need for public education.
Commissioner Davis said that Bed and Breakfast establishment
would help the economic vitality of the village. Owners need a
financial incentive to maintain and restore inventory homes.
Could fee breaks be given to inventory homes for City fees?
Commissioner Pec~ hought that the various · ~grams of the City
of Los Gatos shou be examined for reference
Commissioner Davis expressed the need for more heritage informa-
tion and education to be available to the public.
Commissioner Peck felt that existing organization should be
enlisted to help in the education process-such as the Senior
Center and other senior organizations.
Commissioner Ansnes felt that programs that had a possibility for
success should be identified and that other programs with less
potential for success should be given a low priority.
IV. ITEM INITIATED BY THE COIOilSSION
A. Commissioner Ansnes asked how the historic conference would
be attended, Asked for coordination at next meeting.
B. Commissioner Peck passed out invitations to his annual docu-
drama on August 29-30 at 8pm.
V. ADJOURNKENT
Meeting was adjourned at 9:51am. Next meeting will be on Septem-
ber 11.
