ROUTINE ORGANIZATION
A. Roll Call
Present: Ansnes, Koepernik, Peck, Peepari, Sabin.
Absent: None
Staff: Adar
Guests: Boyle, Sinsely, Kolstad, Zambetti.
B. Approva! of Minutes of 9/25/91
M/S Sabin/Peck moved to approve the minutes of 9/25/91.
Motion passed unanimously with the addition to Ansnes comment
that she cannot vote until the proposed location of the adobe
wall is presented.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 8/18/91.
D. Oral and Written Communications
Commissioners Sabin and Ansnes reported to the Commission
about the Heritage Preservation conference in San Francisco.
Some of the subjects discussed in the conference were (1) a
new planning concept for inclusion of a Heritage Preservation
Element in the General Plan, and (2) computer applications for
heritage preservation inventories.

A. Incentive program
This item was continued to the 12/11/91 meeting.
B. Relocation of the adobe wall in Casa Tierra
The Commission continued the review of a relocation proposal
for the adobe wall per the subdivision condition. The
property owners of lots A, B and C presented a proposal which
was acceptable on both of them.
Commissioner Ansnes moved to recommend approval of the
proposed location of the wall in accordance with the presented
site plan, Exhibit A. The Commission also recommended that
a map, showing the exact location of the wall, be prepared by
a surveyor. The map and the modified maintenance wall
agreement should be recorded with the County recorder.
Commissioner Sabin second the motion. The motion passed
unanimously.

The Commission directed staff to follow up on the designation
of Mr. Ebner's house as a Heritage Landmark.
ADJOURNMENT
The meeting was adjourned at 9:30 a.m. The next meeting will
be on November 27th at 8:30 a.m.
