ROUTINE ORGANIZATION
A. Roll Call
Present: Davis, Ansnes, Peck, Peepari, Sabin.
Absent: Koepernik
Staff: Adar
B. Approval of Minutes of 10/23/91
M/S Artshes/Peck moved to approve the minutes of 10/23/91.
Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 11/22/91.
D. Oral and Written Communications
Commissioner Sabin reported to the Commission about the
Seismic Conference in San Francisco, the re-enforcement
methods for different types of historic structures and the
difficulties in funding the structural work.
Commissioner Davis discussed the educational part of the San
Francisco conference. It was emphasized, during the
conference, that in teaching history, the elements of the past
should be presented as an integral part of the present society
and should be tied to the present. Slide shows, luncheons
with educators and providing information and resources can be
methods of education of the city's heritage. Key person in
each school should be contacted. Commissioner Davis suggested
that the Commission examine these options. The Commission
asked staff to schedule this item on the next meeting agenda.
OLD BUSINESB
A. Incentive Program - Letter to the City Council
The Commission approved the letter to the City Council
recommending that the Council authorize the Commission to
proceed with incentive program for preservation of historic
structures.
B. Letter to the Owner of Historic Resources
The Commission continued the review of a draft letter to the
12/11/91 meeting with direction to staff to revise the letter
to be more informative and friendly.
III. NEN BUSINESS
A. Color Selection for the Warner Hutton House
The Commission appointed Commissioners Sabin and Peepari to
select the colors for the Warner Hutton House. This sub-
committee will check whether the original color can be
detected and used or if another color should be selected which
better reflects the period and style of victorian homes.
Staff will provide the Commission with elevation drawings of
the house.

The meeting was adjourned at 9:50 a.m. The next meeting will
be on December 11th at 8:30 a.m.
