A. Roll Call
Present: Koepernik, Davis, Peck, Peepari, Sabin.

B. Approval of Minutes of 11/27/91
M/S Davis/Sabin moved to approve the minutes of 11/27/91.
Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 1/3/92.
D. Oral and Written Communications

A. Incentive Program
Secretary Adar reported to the Commission about the City
Council action at the 12/18/91 meeting, related to the
incentive program. The Council authorized the Commission to
proceed with the incentive program for preservation of
historic structures and report back to the Council within six
months. The Council also expressed strong support and
appreciation for the Heritage Commission's initiation.
The Commission decided to review one of the items outlined in
the incentive program, at each of the subsequent Commission
meetings. Staff will study and prepare a draft of proposed
amendments to the City Code and/or the General Plan, which
will be aimed at achieving more flexibility in regulations and
procedures for projects involving preservation of heritage
resources.
Chairman Koepernik will check the available tax breaks and
benefits for owners of historic homes.
Commissioner Davis suggested that the incentives be divided
into three categories: incentives related to the process;
technical/educational support; and financial incentives.
Chairman Koepernik suggested that the Commission initiate
seminars or speakers to provide the interested public with
technical information.
Commissioner Peck said that publication of articles in the
Saratogan newspaper to stimulate preservation and designation
of Heritage Lanes and resources, should be considered.
B. Review of Final Draft Amendment to the Fence Ordinance
The Commission asked for language clarification which clearly
excludes three foot fences from permit requirement. After
review, the Commission decided to recommend approval of the
proposed amendment. The motion passed 4-1 with the objection
of Commissioner Davis who felt that the 50 ft. setback within
which a fence permit is required, is excessive.
The ordinance review was scheduled for the 1/22/92 Planning
Commission meeting.

A. Educational Program
This item was discussed as part of the incentive program under
Old Business.
IV. ITEM8 INITIATED BY THE COMMIBSION
&. Color Selection for the Warner Hutton House
Commissioners Sabin and Peepari presented three exterior color
combination alternatives for the Warner Hutton House. The
CommiSsion selected the dark and light beige and brown accent
alternative. Commissioners Sabin and Peepari will also
explore an option of accenting the elevations in green and
will present elevation drawings of both options at the next
meeting.
