HERITAGE PRESERVATION COMMISSION
MINUTES

I. ROUTINE ORGANIZATION
A. Roll Call
Present: Davis, Fine, Koepernik, Peck, Peepari, Ansnes (late)
Absent: Sabin
Staff: Secretary White, Planner Walgren (late)
Guests: Ms. Allen of Coats Consulting, Mr. Lindenthai,
Ms. Bochenek
B. Approval of Minutes of 12/8/92
The minutes were approved as amended by a unanimous vote M/S
Fine/Davis
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at City
Hall on 1/8/92
D. Oral and Written Communications
Secretary White advised the Commission that the City Council was
soliciting items for the upcoming Council policy conference. The
items should be related to policy or budget matters or both.
II. OLD BUSINESS
1. Review of plans for a proposed subdivision and request for
listing on the Heritage Inventory for 14350 Douglas Lane
(continued from the December meeting to allow for a site visit
by the Commission).
The Bochenek site was considered to be qualified to be on the
Heritage Resource Inventory due to the architect, Gardner Daily and
the original occupant, Bishop Parsons. A motion was made, M/S
Fine/Peepari, to add the site to the inventory and to document the
structure in the event that it is eventually demolished. It was
also recommended to the Planning Commission that any modification
to the house resulting from the subdivision approval be reviewed by
the Heritage Preservation Commission. The motion passed
unanimously.
III. NEW BUSINESS
1. Sisters of Mercy/Cowell House - Review of plans and
cultural evaluation for a proposed eight lot subdivision at
19855 Douglas Lane (plans to be presented at the meeting).
A general discussion ensued about the relative historical
significance of the structure. Several Commissioners expressed that
the house had little in the way of architectural value because of
the various additions and modifications over the years. Also it was
felt that too little was known about the builders and occupants of
the home to determine any historical value. Several Commissioners
requested that a site visit be arranged before any recommendation
is made to the Planning Commission regarding the subdivision. A
motion was made, M/S Koepernik/Fine, proposing that the item would
be adjourned to the sisters of Mercy site at 9 a.m. on Tuesday
January 19. The motion passed unanimously.
ITEMS INITIATED BY THE COMMISSION
1. Commissioner Fine requested that the signage on the Heritage
Lane portion of Saratoga Avenue be discussed at the next HPC
meeting.
2. Commissioner Davis handed out draft copies of a revised
notification latter to residents on the Inventory along with a
draft of an information sheet about the Heritage Preservation
Commission intended for public distribution.
3. It was decided that the second Tuesday at 9 a.m. would be the
HPC meeting day and time until further notice.
V. ADJOURNMENT
The meeting was adjourned, except for item 1 under new business,
to Tuesday, February 9 at 9 a.m. The Sisters of Mercy subdivision
was adjourned to the the Cowell House at 9 a.m. on Tuesday, January
19.
