Approval of Minutes of 1/8/92 M/S Peck/Sabin moved to approve the minutes of 1/8/92. Motion passed unanimously; C. Posting the Agenda Pursuant to Gover~nt Code 54954.2, the agenda was posted at City Hall on 2/4/92. D. Oral and Written communications commissioner Amsnee reported that she was contacted by Marie Sternberg from Sunnyvale Heritage Commission who requested that a representative of Saratoga's Heritage Co-mission attend the Commission's meeting in Sunnyvale and talk about the Commission' s activities in Saratoga. The meeting was scheduled for Wednesday June 3, 1992. Commissioner Amsnee volunteered to attend the meeting. Commissioner Peck said that the Saratoga Historic Foundation requested to hold its meetings at the Warner Hutton house. Staff will check with the recreation Department if the house is available at ~11e regu!ar meeting time of the Foundation. Commissioner Davis Reported that she has received communications from residents concerned with the possible location of the skate board ramp near the Warner Hutton house. The Heritage Co wm_ission would be concerned with any location of the ramp within the vicinity of the house which may interfere with its historical environment, including the landscaping approved by the State Historic Preservation Office. Secretary Adar informed the Cosmission that the new issue of related to heritage preservation in the paper. Commissioner Peck volunteered to prepare an article for the next issue. II. OLD BUSINESS &. Review of Color Alternatives for the Warner Hutton House Commissioners Sabin and Peepari presented the Commission with drawings of colored elevations of the house. The Commission agreed on the color combination of dark beige for the body, light beige for the trim and dark brown for accent. The colors were selected from the Sherwin Williams catalog. Commissioner Peepari will prepare final elevationdrawings for the Chief Building Inspector by Wednesday February 19. III. NEN BUBINB88 &. Agenda Items for the CC/HPC Joint Meeting This item will be discussed at the March 11th HPC meeting. B. Proposed Amendment to the Zoning Regulations This item was continued to the 3/11/92 meeting. C. Request for Demolition of Historic Structures at 19474 Burgundy way The property owners and their representative attended the meeting and requested thhtthe Heritage Commission consider removing the historic Structures on their property from the Heritage ResoUrce Inventory. They described the structural condition of the structures and the changes that were made to them over the years. The owners said that they wish to sell the property due t~:hightaxes and for that purpose would like to demolish the e~tsting'St~Ctures. ilii The Heritage Commi,sion reviewed the request and agreed that the condition of the structures and their location on the property allow no realistic function of the structures and make preservation economically infeasible. However the Commission objected to removal of the property from the Inventory of resources. The C~ission felt that this property the concept of farming and is associated with a ~11ective idea of the ranch. The Co uission did not see any realistic way for preservation of the ranch and its structures, and therefore, did not object to the demolition. The Commission requested, however, that photographs of the lnte~i0r and exterior of the structures be taken before and during each stage of the demolition. The property will remaih on the Heritage Resource Inventory and the documentation ph0tos Wil! be kept. The Commission approved this D. Kerwin/Reynold Ranch, Review of a Proposed Subdivision at 13616 ve. .... Associate Planner James Walgrsn, presented the proposed sixteen lot-subdivision project on the Kerwin ranch site which is currently occupied by a fruit orchard and historic structures. Planner Walgren indicated that the project will be reviewed by City Arborist who will determine the condition and of the trees. His recommendations will help to preserVe br~i¥eplace aSmany orchard trees as possible. ill Linda Davis represented the owners of the property which is proposed for subdivision. She described the subdivision, the layout of the proposed streets and development phases. She also indicated that the plan will require the removal of the existing house and barn which are listed on the City's Heritage Resource Inventory. Ns. Davis described the structural conditions of the structures. She said that the house was rebuilt in 1925 and very little of the original structure was left, Ns. Davis also requested the Commissions approval of street name change of Lisa Marie Ct. to Kerwin Ranch Ct. The Commission agreed that the historic house by itself, surrounded by new houses, and without preservation of a meaningful portion of the orchard, will lose its historic significance and integrity. Commissioner Sabin proposed that the Commission recommend that lots number 15 and 16 on the proposed map, will be preserved as an orchard, in which case the preservation of the house on lot 14 will be meaningful. Commissioner Sabin also suggested that the configuration of Lisa Marie Court will change to allow the preservation of the barn. Commissioner Sabin emphasized the importance of preserving the orchard on the lots at the corner of the intersection of Saratoga Avenue and Fruitvale Avenue, which will connect to the historic orchard across the street, and serve as a gateway. Ms. Davis said that the family will be delighted to sell the lots to the City. The Commission agreed to recommend that the City explore the possibility of preserving the house with the portion of the orchard on lots 15 and 16. If the preservation of the house is not feasible, the Commission felt that at least the orchard on these two 10rs S~ould be p~served. commissioner moved to recommend that the proposed alternative, Wl~h fr~ Lisa Marie Ct. and Ronnie Way, be approved; that t~e portion of the orchard at the corner of Saratoga and Fruitvale Ave., ~ acquired by the City in order to preserve the house and the historic context of the Kerwin Ranch, and to ~eat0 a gateway that will be readily available to the public and Will connect to the Central Park orchard; and that the City examine ways to preserve the historic house and barn which exist on the property. Commissioner Peck Geconded the motion. The motion passed unanimously 5-0. The Commission encouraged the change of the street name to Kerwin Ranch , h~ver, that 60% of the property owners resid street, agree to the change and that the procedure for change of street names be followed.
