HERITAGE PRESERVATION CO~ISSION

I. ROUTINE ORGANIZATION
A. Roll Call
Present: Koepernik, Ansnes, Davis, Peepari, Sabin.
Absent: Peck
Staff: Adar
B. Approval of Minutes of 3/11/92
M/S Davis/Ansnes moved to approve the minutes of 3/11/92.
Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 4/3/92.
D. Oral and Written Communications
Mr. Ray Sinsley the owner of two lots at 15321 Quito Road,
addressed the Commission concerning the adobe wall on his
property. The issues related to the wall were recently
considered by the Commission. However Mr. Sinsley told the
Commission that he has additional information that he would
like to discuss with them. The Commission agreed to schedule
this item on the next meeting scheduled for 5/13/92.
Commissioner Sabin informed the Commission that he
photographed the tower on the Cherrymount property prior to
the demolition of the historic structure.
A list of needed furniture and items for the Warner Hutton
House was prepared and submitted to the Commission by Beverly
Tucker, the Recreation Coordinator.
Secretary Adar showed the Commission the first article related
to heritage preservation which was prepared by Commissioner
Peck and published in the "Saratogan" - the local newspaper.
OLD BUSINESS
~. Saratoga Avenue Heritage Lane
The Commission discussed the purpose and intent of the
designation of Saratoga Avenue as a Heritage Lane. The
Commission agreed on the following:
1. Preservation of rural look of Saratoga Ave.
2. Maintenance of existing landscaping. Place high priority
on preservation and maintenance of existing trees.
3. Maintenance of existing street width and landscape wider
areas of the street to reverse to its original width.
4. No increase of paving and no curbs should be added to the
street. Walkways should be unpaved.
5. No additional signs, signals or lights should be added
unless required for safety.
6. No structures for bus stops should be built along
Saratoga Avenue.
7. No street furniture and minimal fencing should be
constructed. Fencing may be permitted only in accordance
with the amended fence ordinance.
8. No sound walls should be allowed along Saratoga Avenue.
9. New landscaping should be compatible with existing
landscaping. Guidelines for landscaping should be
prepared by HP Commission.
10. New structures or additions to existing homes along
Saratoga Avenue must be reviewed by the HP Commission for
compatibility with the historic character of the lane and
with the majority of homes on Saratoga Avenue. The
review should include massing of structure, setbacks,
height, materials and colors.
11. The historic orchard at the corner of Saratoga Avenue and
Fruitvale Avenue should be preserved and maintained.
Trees should be replaced as necessary.
B. Kerwin Ranch Subdivision
Commissioner Davis abstained.
Secretary Adar informed the Commission that the Planning
Commission requested that a joint meeting be arranged to
discuss the issue of preservation of portions of the orchard
and the historic structures within the Kerwin Ranch.
Representatives of the neighborhoods adjacent to the proposed
subdivision attended the meeting. Carol Machol from Ronnie
Way and Chris Ratcliffe and Ann Stevens from Lisa Marie Court
represent the two neighborhood areas and spoke before the
Commission. They expressed their concerns with any proposal
to turn the orchard into a park and will not agree to an
assessment district for that purpose. They also objected to
re-zoning and higher density. Carol Machol said that the
orchard next to the library together with the Warner Hutton
House are sufficient. She also sees a danger in subdividing
the open space in the future.
The Heritage Commission agreed to include this item on the
4/28/92 joint meeting with the Planning Commission.
III. NEW BUBINES8
A. Request for designation of "Saratoga Bank" as a Heritage
Resource
Saratoga Bank is currently on the City's Heritage resource
inventory. The Commission was very pleased that the owner
decided to proceed with an application for designation. The
Commission determined that the property is qualified for
designation in accordance with criteria a,c,e as set forth in
the City Code. Motion approved 4-0.
The Commission directed staff to prepare a draft designation
ordinance for the Commission's review at the 5/13/92 meeting.
B. Proposed Amendment to the Zoning Regulations
This item was continued to the 5/13/92 meeting.
C. Tank House at 13764 Saratoga Vista Ave.
The subject structure is not included on the City's heritage
resource inventory. The owner of the property is interested
in preserving the water tank. However, the owner found out
that the structure is structurally unsound and requires major
structural, repair. The owner was interested in the
Commissions opinion regarding the historic value of the
structure. The owner is also interested in any available
funds for this purpose or other ways for preservation such as
relocating of the structure on another site by the City or
other agency.
In reviewing the historic value of the structure the
Commission felt that preservation of water towers within the
city are encouraged. However, since no financial means are
available and other towers of better structural condition
exist within the City, the Commission cannot advise that the
City relocate the tower. If the owner has to demolish the
structure, the Commission requests that photos of the historic
structure be taken for documentation purpose.
D. Historic Home on 12795 Saratoga Sunnyvale Road -
consideration of inclusion on the Heritage Resource
Inventory.
Mr. and Mrs. Kocir and their son Mark Kocir presented the
historic background of their property, their effort to
preserve the structures and maintain the property in good
condition. They also mentioned their efforts to comply with
the State Guidelines for preservation of historic homes in
order to qualify for designation for the National Register of
Historic Places.
The Kocir family requested the inclusion of their property on
the Heritage Resource Inventory. They intend to request the
designation of the property as a Heritage resource.
The Commission commended the Kocir family for their decision
to preserve the historic property. Commissioners Ansnes and
Peepari volunteered to survey the historic background of the
property and complete the required State survey forms. The
Commission also scheduled a tour of the property on 4/14/92.
E. HPC Authority Related to Modification to Heritage
Resources.
This item was continued to the next meeting on 5/13/92.
