MINUTES

I. ROUTINE ORGANIZATION
A. Roll Call
Present: Koepernik, Ansnes, Davis, Peepari, Sabin, Peck,
Fine.
Absent: None
Staff: Adar
B. Approval of Minutes of 5/13/92
M/S Ansnes/Davis moved to approve the minutes of 5/13/92 as
amended. Motion passed unanimously.
C. Posting the Agenda
Pursuant to Government Code 54954.2, the agenda was posted at
City Hall on 6/5/92.
D. Oral and Written Communications
- Secretary Adar asked the Commission to clarify its decision
related to the Cherrymount property. The clarifications were
requested by a potential buyer who wished to know the review
procedure for any new development on the property, once the
historic structures have been removed. He was concerned that
since the property must remain on the City's Historic Resource
Inventory, the Commission's review will be automatically
required.
The Commission decided that next to the description of any
demolished resource, a comment be added to the list clarifying
its status. The Commission also decided to encourage the
owners of former historic sites to install a sign on the
property with a brief history of the site.
- The Commission reviewed a resolution adopted by the State
giving official recognition to the American Indians and their
contribution to California's heritage. Local governments were
encouraged to adopt similar resolutions recognizing
California's Native Americans. The Commission decided to
draft a resolution which will be submitted to the City Council
with recommendations for adoption. Commissioner Peck agreed
to prepare a draft for the Commission's review at the next
meeting.
OLD BUSINESS
&. Saratoga Avenue Heritage Lane
The Commission reviewed a revised objective list and made the
following modifications:
1. Editorial corrections to objective #3 and 6.
2. Combination of objectives #7 and portion of 8. The
combined objective excludes bus stops and street furniture.
3. Combination of objectives #8 and 9 regulating fences and
walls along Saratoga Avenue.
4. Correction to objective #12 specifying the name and
location of the heritage orchard to read "the Central Park
Heritage Orchard at the northern corner of Saratoga Avenue..."
The revised draft will be presented to the Commission at the
next meeting.
B. Sign on Saratoga Avenue for the Heritage Lane and Orchard
The Commission reviewed the draft sign language and the
proposed map. The Commission made corrections to the sign and
requested the addition of other sites listed on the City's
Heritage Resource Inventory. Commissioner Davis requested
that Kerwin Ranch be removed from the proposed map.
Commissioner Sabin, who prepared the draft map, requested that
the Commissioners provide him with all the comments before he
proceeds with the revisions.
Commissioner Fine suggested that the Commission recommend to
the City Council that the City proceed with the designation of
the remaining portion of Saratoga Avenue, close to the Village
area, as a Heritage Lane.
Commissioner Peck said that it is important to select sign
materials that are resistent to weather and vandalism. Staff
was directed to study the available materials which are also
compatible with the street character. Chairman Koepernik said
that he will check with the City of San Jose for examples of
sign design and materials.
The review of the revised description for the sign and the map
was continued to the next meeting at 7/8/92.
III. NEW BUSINESS
A. Proposed Amendment to the Zoning Regulations
The Commission reviewed and approved the proposed Code
amendments and procedural changes with minor corrections.
The Commission also approved the memorandum to the City
council reporting back about the Commission's progress in
developing an incentive program for preservation of historic
structures. Under technical information, the Commission
decided to add a section emphasizing the Commission's
available support and guidance to applicants at any time of
the review process. Staff was directed to submit the modified
memorandum to the City Council. If approved by the Council,
the proposed amendments to the ordinance will be submitted to
the Planning Commission for review.
B. HPC Authority Relating to Modifications to Heritage
Resources.
This item was continued to the next meeting on 7/8/92.
C. Request for Inclusion of a Property on the Heritage
Resource Inventory - 12795 Saratoga Sunnyvale Road
The Commission reviewed the supporting material and the
historic background of the subject property and determined
that the property qualifies for inclusion on the Heritage
Resource inventory in accordance with criteria a, c and f as
set forth in the City Code.
Commissioner Peck moved and Ansnes seconded the approval of
the inclusion of the property at 12795 Saratoga Sunnyvale Road
on the Inventory.
D. Review of Proposed Modification to an Historic Structure
on 14075 Saratoga Avenue.
As the owner and applicant of this property, Commissioner Fine
abstained.
The Commission reviewed the request and determined that the
application is for a deck expansion to a newer addition to the
house and will not interfere with the historic integrity of
the structure.
Commissioner Peck moved to recommend approval of the requested
addition. Commissioner Ansnes Second and the motion approved
6-0.
