ROUTINE ORGANIZATION A. Roll Call Present: Davis, Dutro, Fine, Koepernik, Peepari, Ansnes(late) Absent: Peck Staff: Secretary Whlte B. Approval of Minutes of 7/13/93 The minutes were approved as submitted. M/$ Davis/Fine C. Posting the Agenda Pursuant to Government Code 546954.2, the agenda was posted at City Hall on Friday, August 6. D. Oral and Written Communications 1. Commissioner Koepernik reported that a second meeting had been arranged to further discuss the historical relationship between the City of Saratoga, California and the City of Saratoga, New York. He indicated that he would be attending the meeting and urged any interest parties to attend. Z. Secretary White offered three items under oral communications. a. It was reported that, as requested, staff had inquired if the City was able to construct the signs desired for the Heritage Lane. It was determined that the City does not have the capability to construct this type of sign. Related to this topic, staff indicated that Art Signs Company had contacted the City and offered to bid on the sign project. The Commission felt that a ',ballpark estimate" for these signs should be obtained. Commissioner Peepari indicated that he would provide to staff final drawings to be used for this purpose. b. Staff reported that the recently approved brochure and notification letter would be part of the 18 month Planning Commission work program and subject to priorities established by the Planning Commission and the City Council. c. Staff reiterated the HPC's intent, earller in the summer, to request the Finance Director to address the Commission on the issue of the funding of the Heritage Book. Staff indicated that he would work with the City Manager to make this request and attempt schedule for the September meeting. 3. Commissioner Fine asked that Staff inquire as to the status of the Warner Hutton House landscaping. II. OLD BUSINESS None. III. NEW BUSINESS 1. AR-93-010, 13850 Saratoga Avenue, Schuck. Request for administrative design review approval to demolish a structure on the Heritage Inventory and to construct a new one story home. The Commission reviewed the plans and concurred with the Staff suggested modifications regarding the portecochere, the siding, the roofline and the fencing. In addition, the Commission made the following suggestions aimed to improve the project as it relates to the objectives of the Heritage Lane Ordinance: -The appearance of wood shakes for roofing material. -Medium earthtone color for body of structure. -Double hung or multi-light windows on the elevations visible from the Heritage Lane. -Attempt to institute a "cottage" appearance. -All future landscaping and fencing to be reviewed by the HPC. The Commission recommended that all of these suggestions, except for the last, be incorporated into the plans by the applicant and be subject to final review and approval by Planning Staff.
