ROUTINE ORGANIZ~TXON A. Roll Call Present: ~nsnes, Davis, Dutro, Fine, Peepari Absent: Koepernik, Peck Staff: Director Curtis Guests: Beth Wyman, Rooke Garcia B. Approval of Minutes of 3/8/94 The minutes were approved as submitted. M/S Fine/Peepari C. Posting the Agenda Pursuant to Government Code Section 54954.2 the agenda was posted on Friday, ~pril 1. D. Oral and Written Communications 1. Rocke Garcia addressed the Commission regarding an application to subdivide his property at 14120 Saratoga Avenue. He requested that the Commission visit the property and the house which is located on the Heritage Inventory. Director Curtis indicated that the application would normally be referred to the HPC once the applicatfcn was deemed complete. Mr. Garcia requested input from the Commission to assist fn plan preparerich. The Ccmmfssion decided to meet at the property at 8:30 a.m. on May 10 at the beginning of the scheduled HPC meeting. 2. Chair Davis introduced a letter regarding designating La Paloma Avenue as a pcssible Heritage Lane. She passed around a subdivision plan from 1915 for the street. 3.Commissioner Fine requested that staff look into obtaining funds to buy plaques fcr recently designated historic structures. II. OLD BUSINESS 1. Follow up discussion of joint meeting with city Council Chair Davis revisited the discussion at the joint meeting highlighting the following~ a. Replanting of the Heritage Orchard - it would cost approximately $10,800.00 to replace the needed 400 trees. Bob Rizso had indicated that funds would be proposed for the Orchard for the FY94-95 budget. b. Utilizing KSAR facilities to produce a video of the Heritage Inventory for educational purposes. c. Conducting house tours by using the City's ABAG liability coverage. Commissioner ArtSheS indicated that the tours, while successful in the past, required a tremendous amount of volunteer work. Chair Davis felt that the joint meeting had gone very well. A general discussion ensued regarding Pierce Road as a possible Heritage Lane candidate. Commissioner Fine indicated that it took two years to get Saratoga Avenue designated as a Heritage Lane and that there may be other areas and streets that have greater general support. The consensus was that if Pierce Road did not have widespread support as a Heritage Lane that it might be inappropriate to proceed. 2. Discussion of Heritage Lane Sign proposal to City Council. Motion passed 5-0 M/S Fine/Ansnes to recommend to the City Council construction and installation of the signs as indicated on commissioner Koepernik's proposal. 3. Discussion of draft Resolution designating Willys Peck as Saratoga Historian (Continued from March meeting). General discussion of possible conflict of interest with the Museum Board. Chair Davis suggested that she would contact the Museum Board to discuss this item and would report back at the May 10 meeting. Chair Davis' and Commissioner Fine's additions will be added for the vote at the next meeting. 4. Discussion of Heritage Commission work program for 1994-95. Chair Davis distributed a copy of a Work Program items list. She suggested that the Commission might want to pull out some of the items to proceed. Director Curtis explained the purpose of the Community Development Department Work Program and indicated that if significant staff work is required for one of the HPC items that an outline would be submitted to the HPC for review prior to the item being prioritized by the Planning Commission and the City Council. Commissioner Peepari suggested pulling out the designation of new Heritage lanes. Chair Davis requested that a list of possible projects be placed on the May 10 agenda for discussion and to review designated structures on Oak/La Paloma to determine priority. Commissioner Dutro discussed the production of a Heritage Inventory video and indicated that it would take a tremendous amount of time to prepare slides, pictures etc. plus have the technical expertise to produce a final video. Chair Davis felt that such a video would be a good educational tool and suggested that this be discussed in more detail at the May 10 meeting. She also suggested that Commissioner Dutro visit the KSAR studio and mobile unit. Director Curtis suggested contacting West Valley College to help with the technical aspects of producing the video. Chair Davis suggested further discussion of promoting the Heritage inventory book. Commissioner Ansnes suggested that book sales may be possible at the Preservation Conference. Commissioner Fine suggested that books be displayed at the Board of Realtors. He also requested a status report on the Warner Hutton House landscaping project. III. NEW BUSINESS 1. Discussion of the annual California Preservation Conference to be held in Sacramento May 18 through 21. Commissioners Fine and Peepari would not attend. Dutro would attend and extend his stay. Ansnes was interested in attending Wednesday and Saturday. Davis would attend on Friday. IV. ITEMS INITIATED BY THB COMMISSION None. V. ADJOURNMENT The meeting was adjourned to 8:30 a.m. on Tuesday, May 10 at 14120 Saratoga ~venue.
