HomeMy WebLinkAbout09-13-1994 HPC Minutes CITY OF SARATOGA HERITAGE PRESERVATION COMI~ISSION MINUTES DATE: Tuesday, September 13, 1994, 9 a.m.* PLACE: Warner Hutton House ~ - TYPE: Regular Meeting *Note: The Commission will meet at 8:30 a.m. to conduct a field inspection of the Sterne-Andres House located at 20151 Rancho Bella Vista. Immediately following the inspection, the regular Heritage Commission meeting will commence at the Warner Hutton House. Commissioner Dutro met with staff and Nino Gallo at the site of the Stern-Andres House. I. ROUTINE ORGANIZATION A. Roll Call Present: Ansnes, Davis, Dutro, Fine, Koepernik, Peck, Peepari Absent: None Staff: Secretary White Guests: Nine Gallo, Rocky Garcia B. Approval of Minutes of 8/9/94 The minutes were unanimously approved as submitted M/S Fine/Koepernik. C. Posting the Agenda Pursuant to Government Code Section 94954.2, the agenda was posted on Friday, September 9. D. Oral and Written Communications Staff presented several items, as follows: 1. An invitation from Mr. Bean, developer of the Oden Property, to have the site videotaped per HPC condition of approval. Commissioner Dutro indicated that he was available to do the video and would coordinate with staff. 2. A letter from SHPO listing recipients of grant money for the fiscal year. 3. An appllcation from the County Parks Department soliciting proposals for grant money. The Commission Chair indicated that this item should be discussed under Commissioners items at the end of the meeting. OLD BUSINESS 1. Commission reports on possible Heritage Lane candidates. (Continued from August 9.) :, Commissioner Peck indicated that he had reconsidered his.previous dismissal of Marion Avenue as a heritage lane candidate and suggested that the matter be studied further by the entire Commission. It was agreed that a Commission field trip should be arranged to visit all of the possible heritage lane candidates. It was also suggested by Commissioner Artshes that specific criteria should be developed to qualify heritage lane candidates. III. NEW BUSINESS 1. 20151 Rancho Bella Vista, Gallo. Request to demolish the Sterne-Andres House which is listed on the Heritage Inventory. The owner of the property, Nino Gallo, spoke to the Commission regarding the deteriorating condition of the house and indicated that the 1989 earthquake had damaged the house beyond his ability to repair. The Commission unanimously passed a motion to allow the demolition of the house M/S Fine/Dutro. 2. SD-93-001, Audrey Smith Subdivision. Request for a new street name. The consensus of the Commission was that ,'Audrey Smith Lane,, would be a more appropriate street name. This would avoid the use of a first name only which had been discouraged in the past. Staff indicated that the applicant would be contacted and that the item would be on the October agenda. 3. SD-94-002, 14120 Saratoga Avenue, Lester/Von Dorsten. Request to subdivide a Heritage Resource property and to relocate a Heritage Resource structure. After a lengthy discussion of the project proposal the Heritage Commission forwarded the following recommendations to the Planning Commission: 1. Suggest including a condition on the subdivision approval that ties the relocation and restoration of the Heritage House to the final approval of the project. If the house cannot be moved or restored then the entire project approval should be voided. 2. In general the Commission moved to support the subdivision proposal and felt very positive about the plan to save the Heritage House M/S Fine/Koepernik. 3. The Commission did have specific concerns regarding the proposed fencing and landscaping plans and offered the following suggested conditions of approval: a. In accordance with the Heritage L~n~ fencing regulations, no fence exceeding 3 feet in height shall be allowed in the front portion of the site within 50 feet of Saratoga ~venue. M/S Fine ~nsnes 6-0 b. The fence design shall not include a gate feature as this detracts from the character of the Heritage Lane and may pose a traffic safety hazard. The fence may be constructed of the materials proposed with the percentage of wrought iron and shingle wall left to the discretion of the applicant. M/S &nsnes/Fine 6-0 c. The landscape plan shall be amended to include/ substitute at least two native oak tree species. Placement of these trees shall be determined by the applicant. M/$ Peepari/ansnes 6-0 4. Review and discussion of materials provided from the State Historic Preservation Office regarding Saratoga's registered landmark status. The Commission and staff discussed the material provided by the State. It was agreed that the apparent boundaries of the landmark application was limited to the Village area. Several Commissioners suggested that this information could be utilized in the possible formation of a Heritage District in the Village. It was suggested that the Commission thoroughly read the materials and be prepared to discuss the matter further at the October meeting. IV. ITEMS INITIATED BY THE COMMISSION 1. The Commission discussed the possible proposals for County Parks grant funds. Possible candidates included replanting the Heritage Orchard, painting the Warner Hutton House, and the several items pertaining to the Historical Museum. It was decided to discuss this further at the October meeting after more information had been gathered. 2. The following items were proposed to be on the October agenda: a. Scheduling of field trip to visit heritage lane candidates. b. Continued discussion of a possible Heritage District in the Village and further review of the 1949 landmark application materials provided by the State. c. Discussion of proposals for the County Parks grant program. d. Review of current street name list. V. /~DJOURNMENT The meeting was adjourned to Tuesday, October 11, at 9 a.m.. hpcmsep
