I. ROUTINE ORGANIZATION : A. Roll Call Present: Ansnes, Davis, Dutro, Koepernik, Peck Absent: Fine, Peepari Staff: Secretary White Guest: Mr. Hirschman, Mr. Holt B. Approval of Minutes of 9/13/94 The minutes were approved, M/S Ansnes/Dutro, with the following modifications~ 1. Under Roll Call, -HNine Gallo" should read "Nino Gallo-. 2. Under New Business, Item 3, recommendation number 1. should read as follows: -Include a condition on the subdivision approval that ties the relocation and restoration of the Heritage House to the flnal approval of the project. Any deviation from the submitted plan should be returned to the Heritage Commission for review." C. Posting the Agenda Pursuant to Government Code Section 94954.2, the agenda was posted on Friday, October 7. D. Oral and Written Communications Staff presented a letter from the State Historic Preservation Office which indicated the dates of the CLG meeting as November 17 and 18. Staff suggested that once the registration forms had been received that each Commissioner be contacted to see if they would like to attend. II. OLD BUSINESS 1. SD-93-001, Audrey Smith Subdivision. Request for new street name approval (Continued from September 13), After a brief discussion in which Mr. Hirschman discussed his preference for the name ,,Audrey Lane-, the Commission unanimously approved the name ,,Audrey Smith Lane"", M/S Dutro/&nsnes. Mr. Hirschman was amenable to this name and staff indicated that the appropriate notices would be mailed to interested agencies. 2. Commission reports on possible Heritage Lane ~candidates (Continued from September 13). No Commission reports were presented and the Commission indicated that this item would be revisited after the Heritage Commission field trip to visit the Heritage Lane candidates was completed. 3. Review and discussion of materials provided from the State Historic Preservation Office regarding Saratoga's registered landmark status (Continued from September 13). After discussion, Chair Davis and Commissioner Ansnes agreed to map the landmarks indicated in the State provided materials. The purpose of this exercise will be to determine which of the landmarks still exist. In addition, the State list would be compared with the Heritage Resource Inventory. This item would be revisited in November. 4. Discussion of projects for the Santa Clara County grant program (Continued from September 13). The Commission discussed the possible grant projects such as the Saratoga Museum, the Heritage Orchard and the Warner Hutton House. It was decided to go ahead and make an application for the Orchard. Chair Davis agreed to work with staff to complete the application. Commissioner Peck also expressed an interest in completing an application for the Museum. Staff was asked to provide a copy of the application for this purpose. III. NEW BUSINESS 1. V-94-019, Holt, 14690 Oak Street. Review of a proposed renovation and addition to the Van Arsdale House which is listed on the Heritage Resource Inventory. The Commission moved unanimously to support this application and commended the applicant for his efforts in preserving the Van &rsdale House. The Commission recommended the following as conditions of project approval, M/S Koepernik/Peck: 1. Duplicate trim of existing house. 2. Duplicate architectural details such as window frames and turned wood details. 3. Match roof shingles on new addition and remodeled garage. 4. Match siding of new addition to existing house. 5. Duplicate any new siding for the remodeled garage to match main house and addition. 6. If possible, incorporate the columns that are currently attached to the rear shed into the porch restoration. 2. Discussion and scheduling a Heritage Commission field trip to visit all of the remaining heritage lane candidates. Staff was instructed to arrange such a trip instead of or in addition to the regular December meeting. Staff was also requested to contact the Water District to see if access could be obtained to the original Saratoga Springs site. 3. Review and discussion of the existing street name list. Chair Davis presented a draft handout which provided criteria and categorized possible names for the street list. Staff was directed to include a discussion of this handout on the November meeting agenda. IV. ITEMS INITIATED BY THE COMMISSION The following items are to be agendized for the November meeting: 1. Update on the mapping of the landmarks indicated in the materials provided by the State. 2. Discussion of the draft street name handout. 3. Designation of the Warner Hutton House. V. ADJOURNMENT The meeting was adjourned to Tuesday, November S at 9 a.m.. hpcmoct
