ROUTINE ORGANIZATION A. Roll Call Present: Ansnes, Davis, Dutro, Fine, Peck, Peepari Absent: Koepernik Staff: Secretary White, Planner Kermoyan Guests: Chin Lee, Carol Meyer, Pat Costanzo B. Approval of Minutes of 12/13/94 The minutes were unanimously approved as submitted. C. Posting the Agenda Pursuant to Government Code Section 94954.2, the agenda was posted at City Hall on Friday, February 10. D. Oral and Written Communications 1. Chin Lee addressed the Commission regarding replacement doors and windows at the Saratoga Dry Cleaners building on Big Basin Way. He explained that aluminum doors and windows had already been ordered before he had knowledge of the Ccmnnission's suggestions regarding the new facade. He offered to install wood window frames around the windows to comply with the Commissions suggestions. The Commission agreed and directed staff to review such window frames prior to installation. 2. Chair Davis reported on the lunch with the Mayor and the City Manager. She indicated that the Mayor asked if the Commission wanted to have regularly scheduled joint meetings with the City Council. The consensus of the Heritage Commission was to have joint meetings as needed, but not less than one per year. II. OLD BUSINESS 1. SD-94-002, DR-94-011 & 012, Lester/Yon Dotsten, 14120 Saratoga Avenue. Review of revised subdivision and architectural plans. After a short summmary of the project by Planner Kermoyan and a general discussion of various aspects of the previous submittal, the Commission unanimously forwarded the following recommendations/ suggested conditions to the Planning Commission, M/S Fine/Peck: 1. The Co~ission supported one story structures on both lots to be in keeping with surrounding sites on the Heritage Lane. Asked that revised plans be reviewed by the Heritage Commission prior to Planning Commission approval. 2. Suggested minimizing the perceived width of the structure on parcel I and having both homes face Saratoga Avenue. 3. Supported a single driveway concept to minimize asphalt surfaces and to maximize existing and proposed landscape screening. 4. Encouraged the retention of the "craftsmen" elements, such as wood shingles and exposed beams, in the future one story design. Also suggested the utilization of natural earth tone colors for the proposed homes. 5. Supported a more natural appearing front landscape strip to include natural grouping of native trees. All future landscape plans, including any walls and/or fences should be reviewed by the Heritage Commission pursuant to Chapter 13 of the City Code. 6. Requested that the site and house be documented by the Heritage Preservation Commission prior to any construction activity. The Commission also expressed disappointment that the applicant, who had originally advocated saving the heritage house, was now proposing to demolish the structure. 2. Warner Hutton House. Review of Proposed Heritage Resource Designation. The Commission unanimously forwarded a recommendation to the City Council to approve the Heritage Landmark Designation for the Warner Hutton House, M/S Fine/Ansnes. The Commission also authorized staff to work with the traffic authority to finalize the wording on a dedication plaque for the structure. III. NEW BUSINESS 1. PD-94-001, Greenbriar Homes. Review of proposed new street names for an approved planned development. The Commission applauded Greenbriar's efforts in developing historically relevant street name for the Paul Masson subdivision. The names were approved unanimously, M/S Ansnes/Fine, and staff was directed to complete the noticing process. IV. ITEMS INITIATED BT THE CO~4ISSION Chair Davis advised the Commission that she would be resigning from the Commission effective March 15, 1995. Staff was directed to place an item on the next agenda to elect a new Chair and Vice -Chair. V. ADJOURNMENT The meeting was adjourned to Tuesday, March 14 at 9 a.m..
