The Commission discussed various aspects of the role of the Commission in regard to reviewing discretionary projects on heritage inventory properties. The consensus was that certain applicants had manipulated the review process and that as a result the HPC's recommendations were not being followed. In-order to reestablish a high degree of professionalism and consistency, the following improvements were proposed: 1. For each project reviewed a formatted report should be forwarded to the Planning Commission or the City Council indicating a summary of the discussion, specific issues identified, a formal recommendation and suggested conditions. 2. All projects should be accompanied by a set of reduced plans. 3. Agenda should be mailed out on the Wednesday before the meeting rather than the Friday. 4. More detailed review of landscape plans, especially on Heritage Lane projects, is needed. Encourage replacement trees to be oaks. 5. Only one official representative from the HPC should be at Planning Commission and City Council meetings to answer questions on reviewed projects.
