HERITAGE PRESERVATION COMMISSION
MINUTES

I. ROUTINE ORC~%NIZATION
A. Roll Call
Present: Dutro, Koepernik, Peck, Peeepari
Absent: Fine

B. Approval of Minutes of 4/11/95
The minutes wereunanimously approved as submitted, M/S Dutro/Peck.
C. Posting the Agenda
Pursuant to Government Code Section 94954.2, the agenda was posted
at City Hall on Friday, May 5.
D. Oral and Written Communications
1. Commissioner Koepernik reported his involvement in the steering
committee for next year's CPF Conference to be held in San Jose. He
indicated that he would provide the Commission with reports from
time to time.
2. Staff reported that the exact locations of the Heritage Lane
signs for Saratoga Avenue had been determined and reviewed by the
Public Works Department. The signs installation would occur within
the next week.
II. OLD BUSINESS
None.
III. NEW BUSINESS
1. Discussion of final arrangements for the annual
preservation conference.
Staff reported that Commissioners Dutro and Koepernik were
scheduled to attend the conference along with the HPC secretary.
2. Discussion of the role and philosophy of the Heritage
Commission relating to review of development projects on
inventory properties.
The Commission discussed various aspects of the role of the
Commission in regard to reviewing discretionary projects on
heritage inventory properties. The consensus was that certain
applicants had manipulated the review process and that as a result
the HPC's recommendations were not being followed. In-order to
reestablish a high degree of professionalism and consistency, the
following improvements were proposed:
1. For each project reviewed a formatted report should be
forwarded to the Planning Commission or the City Council
indicating a summary of the discussion, specific issues
identified, a formal recommendation and suggested conditions.
2. All projects should be accompanied by a set of reduced
plans.
3. Agenda should be mailed out on the Wednesday before the
meeting rather than the Friday.
4. More detailed review of landscape plans, especially on
Heritage Lane projects, is needed. Encourage replacement
trees to be oaks.
5. Only one official representative from the HPC should be at
Planning Commission and City Council meetings to answer
questions on reviewed projects. This should be the Chair or
the designee of the Chair.
It was decided that a formal statement to the City Council and the
Planning Coam%ission should be developed. Staff was directed to
schedule a meeting with the Planning Commission in July to be
followed by the already scheduled joint meeting with the Council
August.
