!. ROUTINE ORGANIZATION
A. Roll Call

B. Approval of Minutes of 8/8/95
The minutes were unanimously approved as submitted, M/S Fine/Peck
C. Posting the Agenda
Pursuant to Government Code Section 94954.2, the agenda for this meeting was posted on
September 8, 1995.
D. Oral and Wrttten Communications
1. Letter from Save Our Neighborhoods Initiative Committee
There was discussion regarding the direct applicablllty of the proposed initiative to the
preservation process. It was noted that the Good Government Group would be hosting a
debate on the Issue in the library on September 25. The Commission felt that information
could be obtained at that meeting and if more Information is needed, the Commission could
then request a presentation. Unanimously approved, H/S Dutro/Fine.

!11. NEW BUSINESS
A. Greenbriar Homes, proposal for an addkional new street name at the former Paul
Masson site.
This item was removed from the agenda at the applicant's request. Commissioner Peck
queried as to how Greenbriar Homes representatives come up with the com!~ihation of street
names. For example, an akemative for the originally requested street name was proposed
as "Ooud Springs Court' named after Sam Ooud. The word 'Springs' has no historical
significance when used with Sam Cloud. Other Commissioners concurred that in the future,
names should be selected that more accurately reflect actual historical events, people or
places. No formal action was taken on the original request by the HPC.
B. Consideration of the removal of landmark designation status for HP-16, the
Hannah McCarty Vineyard House.
Chair Peepad suggested that this item be continued until the November meeting. Until the
applicant has started the approved changes to the building (e.g. taking out building permits),
it may be premature to remove its landmark designation. The item was unanimously
continued to the October meeting, M/S Fine/Peck.
C. Discussion of traffic impacts on the Heritage Lane portion of Saratoga Avenue.
Commissioner Fine discussed the traffic problems on the Heritage Lane portion of Saratoga
Avenue. He felt that the average sp::d of vehicles along Heritage Lane was 45-55 mph.
Large tracks and increased traffic has made the saeet noisier. Traffic has increased 300%
since Highway 85 has opened. A stop sign is needed at Herdman Ave. and the 35 mph
speed limit needs to be enforced. The Oty can post 'Maximum 35 mph' speed limit signs
which will allow strict enforcement of speed limit laws. Neighbors are going to send letter
or petitions alerting the Oty titat a dangerous situation exists.
Commissioner Peck felt that cars have slowed down by the time they get to his property on
Saratoga Ave., but there does seem to be more traffic.
Chair Peepad asked if this matter should be taken up by the Public Safety Commission instead
of the HPC. There was general response that since this particular traffic situation involved
Heritage Lane, that the HPC should initiate some dialogue.
Commissioner Fine stated that he had been told by someone that the Public Safety
Commission had been directed by the City Council to take no further actions at this time
regarding ~raffic problems.
Director Curtis stated that this may be a comment stemming from pre-opening discussions
of anticipated traffic problems. !t was not appropriate to Implement changes before the full
and accurate impact of Highway 85 was determined and an action plan was developed. The*
Public Safety Commission was hearing requests for stop signs, etc. from several neighborhoods
anticipating traffic problems.
Commissioner Wyman felt that the HPC should make some comment to the Public Safety
Commission because the Increased speeds and noise are affecting the amblance of Heritage
Lane.
Commissioner Cutler felt that stop signs at suategic locations along Herttage Lane may be
appropriate.
!t was the unanimous decision of the Commission, M/S by Fine/Dutro, m continue this item
to the October meeting and further direct staff to prepare a letter to the Public Safety
Commission. The HPC will review the letter and consider its disposition at the October
meeting.
D. Discussion of an action plan to develop new preservation policies and/or
regulations relating to the modification of Heritage Resource Inventory structures.
At the request of Chair Peepaft, this item was unanimously continued to the November
meeting, M/S Fine/Wyman.
IV. ITEMS INITIATED BY THE COMMISSION
Commissioner Wyman reminded the HPC of the Local Certified Government Workshop
scheduled for Saratoga on November 3, ! 9~5. Approximately 50- ! 00 preservationists will
attend the annual workshop. It was suggested that lodging/restaurant information be sent out
with registration materials. Commissioner Cutler stated that he would contact the Chamber
of Commerce to obtain its package of materials for distribution.
There was general discussion regarding HPC Involvement w~ the annual State Preservation
Conference scheduled for San lose next year. Commissioners Wyman and Durro are working
on some of the program. Director Curtis suggested a mobile workshop to Saratoga. More
planning can be done after the host committee is contacted.
