MINUTES

*NOTE: The Heritage Commission will meet 20391 Park Place to evaluate an existing single family
residence proposed for demolition as a potential historic resource. This visit relates to item #IliA. on the
regular agenda below. Please meet at the site and reconvene at the Warner Hutton House immediately
following.
Commissioners Dutro, Fine, King, Koepemik, Peck and Wyman and Secretary White visited the site and
toured the buildings.
I. Routine Organization
A. Roll Call
Present: Dutro, Fine, King, Koepemik, Peck, Peepan, Wyman
Absent: None.
Staff: Secretary White
Guests: Donna Gregory, Glenda Garcia, Dave Solomon, Byron Harkey
B. Approval of minutes dated 418/97.
The minutes were unanimously approved as submitted, M/S King/Koepernik.
C. Posting of the Agenda
Pursuant to Government Code Section 94954.2, the agenda was posted on Friday, May 9.
D. Written Communications
None.
E. Oral Communications (This portion of the meeting is reserved for those persons desiring to
address the Commission on any matter not on the agenda)
None.
II. Old Business
A. Garcia, 14118 Saratoga Avenue, Reconsideration of conditions relating to a previously approved
fence permit on the Heritage Lane.
After discussion, the Commission reconsidered the permit of Glenda Garcia and approved a compromise
plan with the following conditions (MIS King/Dutm, 5-1, Peepari opposed):
1. Placement of the approved fence is unchanged from previous permit.
2. Vertical boards ok. No lattice allowed.
3. Applicant shall provide an appropriate number of 5 to 15 gallon landscaping plants to be
approved by staff and installed 6 feet on center near the new fence. A landscape maintenance
agreement shall be submitted to City and recorded on the property.
New Business
A. 20391 Park Place, CEQA Review, evaluation of an existing single family home proposed for
demolition as a potential historic resource.
Byron Harkey presented his general plan for the development of the property including several renderings
of "Carmel" cottages proposed for the three lots. After discussion the Commission found the site and the
structure to be historically signilK:ant for CEO. A purposes. Specifically they found that the site was
significant because prior to 1915 the area was known as the "Village Green" and the annual "Blossom
Festival" was held there. Further the house was delermined significant because it represented a particular
style and method of construction unique tot he this era, area and neighborhood in Saratoga. At staffs
request the Commission cited criteria a, f and g frorot he Heritage Ordinance as the basis for this
determination. M/S Fine/Dutro 7-0.
Although the commission felt the side and house were significant, they also concurred that the house was
in very poor condition and offered several mitigation measures to the los of this resource as follows:
1. Install a plaque commemorating the property as the "Village Green" and the site of the annual
"Blossom Festival" until 1915.
2. Document the site with video tape and still photography per the usual Heritage Commission
process
3. Have all future homes on the propeRes come to the Heritage Commission for review in order to
forward a recommendation to the Planning Commission.
Staff indicated that the environmental documentation would be completed by staff and retumed to the
Heritage Commission, with at least one of the already submitted house plans, for review and
recommendation.
B. Selection of a representative to serve on the Library Expansion Committee.
The Commission appointed Commissioners King and Peeped to serve on the committee.
iV. Items initiated by the Commission
Commissioner Fine expressed an interest in touring the Hayfield House designed by Julia Morgan. He
indicated that he would attempt to contact the owner to arrange such a tour. If he could not reach the
owner, staff will prepare a letter asking for the tour.

The meeting was adjoumed to Tuesday, June 10 at 9 a.m..
