B. Approval of minutes dated 12/9/97
The minutes were approve 6~0.
C. Posting of the Agenda
Pursuant to Government Code Section 04054.2, the agenda was posted on Wednesday,
February 25, 1998.

II. Old Business
Because there were guests waiting to discuss items of New Business the items of Old
Business were heard out of sequence with the agenda.
A. Status of Heritage Resources Inventory List
Commissioner Peepari restated his desire to see the original inventory numbers listed.
Commissioner Peck provided technical corrections to the list. It was also decided that
an additional sheet should be added to list all landmark structures and to eliminate
the language that former historic sites do not require Heritage Commission review,
thus reversing that policy. The item was continued to a future meeting for review of
a revised draft
B. Proposed Amendment to the Heritage Preservation Ordinance.
In general the Commissioners wished to proceed with the changes to the PERMITS
article. It was also discussed that the Definitions section be changled, as well. Staff
was directed to bring additional changes to the Commission for further review.
III. New Business
A. AR-95~001; 21330 Saratoga-Los Gatos Road - Sisco Residence. Review of a
proposed 1,353 sq. ft. addition to the existing 4,327 sq. ft. residence, known as
"Villa Deodara" which is a Designated Heritage Landmark.
Staff presented the report and the applicant's architect Mr. Matthams presented the
plans. The applicant's neighbor Mr. Wilson stated his concerns with the changes and
preservation of his adjoining hedge. The Commissioners discussed the proposal and
concluded that the design was favorable. The Commission recommended that the
small garden shed (which was determined to be less than 20 years old) be retained if
at all possible. The decision was left to the applicant as to whether to ask the
Planning Commission for a variance to approve the additional 120 sq. ft. of floor
area, with the recommendation of the Heritage Preservation Commission. Approved
6-0 Fine/King.
B. Request to change street names for Spaich property subdivision.
The applicant's representative Mr. Bommarito presented the letter from Mrs. Jeanine
Seagraves requesting the names of the proposed Hayfield Court and Julia Morgan
Court be change after her father's name, Nedjo Court and Spaich Court. The
Commission determined that the change to Spaich Court would be appropriate but
that the originally approved Hayfield Court should remain as it was significant to the
property. Commissioner Peck explained that while Spaich Court was significant as
the family name of the property, Hayfield was also important as the historic name of
the property. It was decided that the Douglass Lane entrance would be Hayfield
Court and the La Paloma Avenue entrance would be Spaich Court. Approved 6~0
Peck/Fine.
C. Saratoga Avenue - Andres' Residence. Request for a fence permit along the Heritage
Lane portion of Saratoga Avenue.
Commissioner Fine abstained from the discussion as he is the immediately adjacent
neighbor to the left of the Andres' residence.
The Commission decided that the posts should be cut down to the level of the fence
and that the existing level of the fence shall continue to the point where it is outside
of the front setback which is 30 feet. The Commission noted when they were at the
site that the portion of the fence that had been cut extended only about 24 feet from
the property line, this would mean that an additional 6 foot length of the fence would
have to be brought down to meet the level of the front portion. Approved 5-0
Koepernick/Peepari, Fine abstaining.
D. SD~98~001; 13480 Saratoga Avenue - Fitzsimmons' property. Request for Tentative
Map approval to subdivide a 3.25 acre parcel into five single family lots. The
existing residence and accessory structures would be demolished.
The Commission requested that the applicant submit a photo board of the exiting
residence and continued the item to the April 14t~ 1998 meeting.
IV. Items Initiated by the Commission
A. Bike tour of Saratoga's Heritage Properties - per discussion with City Council
The Commission discussed sponsoring a annual open house tour as either a walking
or biking tour. They discussed that if wine were not served there would be no
liability issues. Staff was directed to get information from the Recreation Department.
This discussion is ongoing.
B. La Madronia Cemetery - Commissioner Koepernick
Commissioner Koepernick explained to the Commission that he will be working on a
new gate for the cemetery.
