Roll Call Present: Fine, King, Koepernick, Peck, Wyman Absent: Peepari Staff: Bradley Guests: Nancy Anderson, Mr. John Hollingsworth, Mr. Gary Campbell, Mr. Dennis Burrows B. Approval of minutes from 4 / 14/98 Meeting The minutes were approved 5-0 C. Posting of the Agenda Pursuant to Government Code Section 94954.2, the agenda was posted on Wednesday May 6{h, 1998 D. Written Communications - None E. Oral Communications - None II. Old Business None III. New Business A. AR 98-010, 14739 Oak Street - Hollingsworth/Ordona residence, the Hayes House. Request to add 1,089 sq. if. addition to the existing 2,272 sq. fl. residence and new deck. The Commission visited the property prior to the meeting. Commissioner Koepernick commented that the proposed addition and design changes to the front facade would enhance the look of the house and bring it more into conformance with the style of the original construction. Commissioner Koepernick stated that he would like to see a river stone or field stone used and would like to see a material board for review by the Commission prior to final permits. Commissioner Peck commented that he likes the fact that the vertical siding and stucco will be replaced with stone as the original residence was built. The Commission noted that if there were any significant issues brought up in the City Arborist's report that they would like to review that prior to issuance of permits. Fine/Koepernick Approved 5-0. A. DR-98-019; 20731 Marion Road - Campbell residence,'the Pollard House. Request to add 2,866 sq. ft. to the existing 2,424 sq. ft. residence. A 354 sq. ft. shop and 540 sq. ft. barn also exist on the property. The Commission visited the property prior to the meeting. Commissioner Kocpernick commented that he liked the design of the main residence and recommended that the out- buildings add to the overall historical significance of the property and that they should remain. Realizing that a variance for floor area is a difficult application he felt that these buildings could be removed to keep in conformance with the City Code requirements, but the out-buildings do not interfere with the neighbors and there is no value in removing them. Commissioner Fine concurred with Commissioner Koepernick's comments, and added that he did not think it was the intent of the City Code to apply a floor area cap on a property such as this. Commissioner Peck commented that he felt the variance for floor area should be granted and as the property predates the City Zoning Ordinance and it is one of the few properties in the area that hasn't been subdivided. There was a discussion of what sort of density would be allowed if the property were divided into the three or more possible lots that could be developed. The Commission voted to approve the project and recommend that the Planning Commission grant the Variance, Peck/Fine 5-0. W. Items Initiated by the Commission A. Status of Saratosa~ Heritage books The Commission wanted know the status of the Heritage book account for future reproduction and the amount of stock on hand which is approximately 150 copies. A. Heritage Preservation Commission Chairperson position The Commission will vote at the next meeting for a new Chairperson. Commissioner Fine discussed his ideas for reducing or eliminating Hanning and Building fees for applicants wanting to remodel or renovate their heritage home. The secretary was asked to prepare a scenario of what fees would be collected for a typical application for Design Review of a heritage home. Commissioner Fine will prepare a letter to the City Council for signature by the HPC Chair once it is adopted by the Heritage Preservation Commission. V. Items Initiated by the Secretary None VI.
