PLACE: Fruitvale School, Fruitvale Avenue, Saratoga, California TYPE: Regular Meeting I ORGANIZATION A. ROLL.CALL Present: .Brazil, Glennon, Drake, Langwill, Hartman Absent: .None B. MINUTES Councilman Hartman moved, seconded by Councilman Langwill to approve the minutes of the January 4th meeting.as mailed and waive the reading. Carried unanimously. II RESOLUTIONS AND ORDINANCES None III PUBLIC HFARINGS None IV OLD BUSINESS A.. Councilman Langwill moved that the City Administrator be authorized to exercise Option ~3 of the Civic Center. Lease Agreement for purchase Parcel ~4 Civic of Parcel ~4, and that a warrant be drawn in the amount of $9,996.00 Center Site payable to California Pacific Title Company. Motion seconded by · CouncilmanNartman-and carried unanimously. V NEW BUSINESS A. SDR-218 SAN JOSE WATER~WOEKS SDR-218 S.J.Water Councilman Drake moved, seconded by Councilman Hartman to adopt Works Resolution SDR-218-1, ape'roving building site of San Jose Water Works on VickerX Avenue. Motion carried unanimously. B. , SDR-230 NORMAN KOEFERNIK Councilman Glennon moved, seconded by Councilman Langwill to adopt Resolution SDR-230-1 approving.building site of Norman Koepernlk SDR-230 .on Via Regina. The Clerk read a letter, copies of which were Norman Koepernik distributed to the Council, fromMr. Koepernik, protestinga condition of his building site approval and asking Council re- consideration of Ordinance 23-4 which imposes certain conditions regarding access roads. With the consensus of the Council, the Mayor directed that the letter be referred to the appropriate committee of the Planning Commission for study. C. SD~-245 KOnERI WALKER, JR. SDR-2~5 Councilman Lan~ill moved to adopt Resolution SDR 245-1, approv- R.Walker,Jr. ing building site of Robert Ross Walker, Jr. for one lot on Vessin~ Road. Y~tion seconded by Councilman Hartman and carried unanimously. VI ADMINISTRATIVE MATTERS A. MAYOR (1) Mayor reported that the Peninsula Division of the League League of of California Cities will meet January 26 at Rickey's in Calif. Clties Mtg. ~ Polo Alto. He announced that Richard Carpenter of the League of California Cities will speak on the minority views of the Governor's Commission on Metropolitan Area Problems, and urged that all Councilmen and Staff attends if possible. (2) In response to council resolution at the last meetings Committee to study the Mayor announced that he had conferred with Platmin~ standards, A.& S~ Cont. Comm4ssion Chairman Webster ands as a result, Chairman permits WebSter had appointed Commissioners Crisp and Higgins and Mayor Brazil appointed Councilmen Clannon and Hartman to comprise a committee for study of'standards for Architectural and Site Control permits. (3) Mayor Brazil road a letter of resignation as Deputy Dir- Deputy Dir- actor of Civil Defense from Mr. Bollis Phillips. With the actor of Civil Defense approval of the Councils Mayor indica~ed he would write a resignation letter of appreciation to Mr. Phillips and, as he had Just received the letter of resignations he was not presently prepared to propose a successor. (4) The Mayor offered for nomination the reappointment to the Reappoint- mant of Plan- Planning Comm4ssion for a four year term of Dr. Charles R. nin~ Commis- sioners C.R. Glenn and Adm. Frederick G. Crisp, He announced that he Glenn and CYisp had not received an indication from Dr. Parden whether or not he wishes to be considered for reappointment~ and therefore was not offering a nomination for this position at this time. Councilman Drake moved for approval of the appointment of Charles R. Glenn and Frederick G. Crisp as Planning Commis- sioners for a term of four years to beZin january 22, 1961. Councilman Hartman seconded the motion which c3rricd unan~- mously~ and the Mayor was requested tow rite letters of the.Council~s app~eciatio~ ~xd tha~ of the Citys for the service provided by these gentlemen durin~ their terms of office. Motion seconded by Councilman Hartsnan ands after reading of the amended resolution by the Mayors the motion carried. Recess called by Mayor and reconvened. FI}IANCE (1) Councilman Dral~e moveds seconded by Councilman Hartman to · Finance approve the bills listed on the January 18, 1961 disburse- meat list in the amount of $28s530.55 and authorize warrants be drawn in payment. Hotion carried unanimously. (2) The budget report for the second quarter of the 19~0-61 year was distributed. C. Councilman Drake mowed that the City Administrator be directed to survey the possibilities for investment of surplus city funds in such a way as to improves if possible the rate of re~.urn thereons in accordance with his report dated January 18s 1961.
