MINUTES Councilman Har~,_-n moved to waive the reading and approve the minutes of the February 1, 1961 meeting as distributed. Counci!man Cleunon seconded the motion which carried unanimously. The Clerk read the conditions of building site approval on SDR-253 for one lot at Oak and 5t/~. Street and indicated that they SDR-?53 Stiles: have all been met, either by bond cr performance. Tee Council discussed the three oak trees involved in the condition requiring widenin~ of Oak Street and CourJ.'i]~a- Glennon moved~ seconded by Counci]~- Hartman to adopt Resolution SDR-253-1 approving bulldiv~ sloe of Mrs. R. J. Stiles, with the understanding that the Director of Public Works will confer with the Plauaing C~attee in an effort to save these trees. Motion carried tmav~-~usly. B. SD.~-157 L. REPORT OF ~ SUBCOMMITTEE: OF T}!E TRAFFICR~YS C01~.TTTEE FOE ADDITIONAL REVENUE FOR ROAD PURPOSES This report u~ges the State Legislature to increase the Motor Sub- Vehicle In Lieu fees and reappor~:ion part of the increase, This Committee Report- is proposed' as an alternative to an increase in Gas Tax as a moans ~.V.L. Increase of financing major street deficiencies throughout the State, Councihnan Drake objected to endorsing this proposal until the City .has a clear indication of what i~sneeds will be, Councilman Lnn_~4ill moveds seconded by Councilman Hattma- to approve the report of the Subco..~.;;~ttee of the Trafficways Con~ittee for additional revenue for road purposes, VOTE: AYES: Brazils Glennon, Langwi11~ Hartman; NOES: Drake; 1fotion carried, VI ADMINISTRATIVE ~TTERS A. MAYOR (1) ll~e Mayor discussed a League of California Cities bulletin relative to Assembly Bill 127 and Senate Bill 203. Councilnmn AB-127 Drake moved~ seconded by Councilman Glennon to authorize the SB-20;3 Mayor to write to ~he proper authorities opposing AB-127 and SB-203, Marion carried unanimously, These bills pertain to the 'Broom Act" and to the matter of moving expenses in condemnation proceedings, (2) The Council noted with pleasures the presence of Planning Plan, Coh~i.ssion Coa~Lssioners Adrien Andersoz~s [redcrick Crisp and former members Planning Commissioner Pe:er Pase=ta, (3) The Mayor reported tha=s in accor~e-ce with request of the League o~. California Cities~ he had drafted a resolution for auth, Rapresent, the City Attorney to draw up for the next meeting authorizing for Legislature a city official to perform as spokesman of the council in ma~ters legislative matters, Tne resolution will include guide lines and criteria for this responsibi!ity, B, FINANCE (1) Councilnmn Hartman moved~ seconded by Councilman Dr~Lke to approve Finance the disbursements as listed and that warrants be dra~n in pay- ment to a total of $7~182,55, Motion carried unanlmously, (2) ~he City Clerk's financial report for the month of January was distributed, (3) The Treasw_'er's report for the mouth of January was distributed, (4) The City ~amcnlstrator reported that he is a~aiting reply from local bank managers in connection with his study of investment of surplus city funds. CITY ATTORNEY 14r, ~illiam Clarks substituting for the City Attorney stated that he had no reports, E. DIRECTOR OF PUBLIC I~ORKS No reports F.. CITY AI~.~INISTRATGR (1) ~l~e City Administrator presented a copy of a proposed ag':s~nt Gas Tax £o~ State allocation o£ Gas Tax monies and asked that the Council- Agreement men circulate and read it and he ~r111 have a resolution ~or approval to present at the nsxt meetlug, (2) The City Ad~inistrato: reported that he had re:aired an P.U.C. informational report from the Public Utilities Co.~ission re P.T & T. .regardin~ Pacific Telephone and Telegraph Company conversion Rate~ ! of four party lines to two-party and resultant increases in rates. (3) Mayor appointed Councilman Glennon and Hartman to serve on the Sign C~I~ittee co,~lttee for study of signs in respect with the zoning ordinance. (4) The Mayor appointed CounciL~n Drake to serve on the personnel Personnel cc,~,tttee to consider the selection of a zoni-~ administrator. (5) The City Administrator requested that the classificat~on of Ckan~? of Senior Clerk-Typist submitted in the last budget be chan~ed Class~fieation Budge~ to Stone-Secretary w~h a salary range of $330-$400. Ceuncilm~n Drake moveds seconded by Couttc~iman Langwill that the class~f~ca- tion be chapped as requested. Motion carried unanimously. (6) The C~tyA~m~-~stTator read a letter flom Greyhound Bus C~mFany Buses - stating that they plan no bus facilities in the area of the Freshly ~est Valley Free~ay w~hin Saratoga. He stated that no reply ha~ bsen received from Peerless Stagass Inc. (7) The City ~am4-istrator requested authorization to d~rect Lawrence Livln~ston to prepare sketch plans for several areas Stree~ in the northern section uf the city. The D~rector of Public Pa~te=n ~orke explained the need for street layout patterns in these areas and Pla~ing Co.~m~ssioner A~erson sta~ed that these are urgently needed by the Planning Commission. Councilman ~ennun moved that the C~ty Adrain!strator be authorized to direct Lawrence Liv~ngston to furnish the requested sketch p~ans at an epprox4mate cost of $3s000.
