Mayor pro tern Gleanon a..ounced that this special meeting has been calleds
in accordance with discussion at the last regular meetings for the purpose
of determining the Councilvs policy on COunty water problems so CoUncilma~
HsEt~an, as representative on the County Water Commission, nmy vote
accordingly on isSUes before the Commission at its Au~qst 2nd meeting.
Councilman Hartman stated that ~wo items on the ~/ater Co~uuisslon 8genda
for August 2 are slated for debate and vote: (1) determination of the
water importing agency and (2) consideration of a 25¢ tax for wee er
purposes, He sxrnw-nrized the information he has acquired since his
report at the l~St Council meeting and st'ated ~hat, aith0ugh ~he BOard
of SupervisOrs action yesterday indicated .that any decision of t~e
Co-~sion regarding the importing ngency would not be considered, he
felt that SaratoZa should nevertheless mak.~ every effort tO understand
the situation and work ~o~ard t~Ting ~o alleviate the ~ritical water
problem.
~he Council discussed the complexities of ~he problem and 8~reed~
a eemprou~tse must be reached by the agencies involved as neither the
Santa Clara County Flood Control and Water Conservation District lnor the
Santa Clara Valley Water Conservation District have all the requ!sites
necessary to solve the water probl~ independently, and that theI
engineering and' cost accounting problems, co~lieated by ngency frictions
have all contributed to a conflict which can only be solved by elil agencies
working together for the best overall solution. .
A~ter further discussion, the Council contended Councilman Hartman for
the ~horonghness bf his research and report and Councilman Drake moved
to authorize Countilman Hartman to work for and vote for any iss~
which will bring about the quickest solution to the water i or a8 i

problem and one ~hich is in the total balanced ~nteres~ o£ the vhole
county on any and all matters which may appear ~t the Water C~......ission
meeting o~ August 2ndo Councilman Lan~i~ seconded ~he ~E~on ~hi~
