ROLL CALL Present: Brazil, Glennon, Drake, Langwill, Hartman Absent: None STUDY SESSION RE ANNEXATION POLICY Mayor Brazil announced that this special meeting has been called as a study session to determine council policy re- garding annexation requests to the City of Saratoga. He reviewed the exploratory requests which have been received in the past year and discussed the necessity for the council to establish a definite policy regarding such requests. He briefly explained that the one annexation to the City since incorporation was the Blue Hills area which had been omitted at the time of incorporation because the City of Cupertino had filed an annexation in that area, which was subsequently dropped, and the people in the area then re- quested to be annexed to the City of Saratoga. in annexing this area, Saratoga obtained a logical, straight-line boundary on the north. Mayor stated, that to his knowledge, the only requests for annexation since this time are those received within the past year from the following areas: 1 ._ .subdivision, located north of Prospect Road and immediately west of Saratoga Avenue. 2) Sunland Park area, located east of .r~,"-cCo~ Street. 3) Area south of Saratoga-Los Gatos Road-Quito Road Junction. Area adjacent to the North-~rest boundary of the City, known as Rolling Hills area. Council discussed each of the areas from a standpoint of zoning, improvements, lot sizes, contiguity to existing boundaries, topography, esthetics, assessed valuation, etc. · They also discussed that part of the General Plan which indicates that, as land scarcity pushes development up the steep hillsides bordering the Santa Clara Valley, it prob- ably will be necessary for the City to extend its boundaries to the south and west in order to prevent excessive grading and insure development compatible with the character of Saratoga. Several persons were present to represent areas interested in annexation to the City of Saratoga and Council invited their comments. The following persons addressed the council: a) Gen. Lloyd PY. Haynes, ~i.r. Lochr"an~sand ~r. Clyde Henry, representing residents of th~ '~*estbrook subdivision-- described .'the area, comprising ~A homes, as comparable to those in Saratoga from the standpoint of esthetics, valuation, minimum lot sizes, set-backs, streets and rural character. They expressed the desires of the people in the area to be annexted to Saratoga for advantages of identification and particip~tion as citizens of a city which representsltheirlway of life as contrasted with metropolitan standards. _.b) Mr. George Hassett', 18515 Farragut Lane~and Mrs. Galbraith, 18790 Blythswood Dr.,: "~p~eS'~n~ing residen~s"~n the S0~th-easte~n boundary area, related to the council their desires to be annexted to Saratoga and not tO other surrounding cities. They stated that they are in agreement with the policies of Saratoga and, as they are closely assdciated with the City through the schools, churches, etc. and their topography and zoning is the same as that of adjacent Saratoga, they would prefer to be included in the City of Saratoga. CoUncil discussed, generally, the density and character of the Sunland Park area and reviewed the preliminary map proposed for development of the Rolling Hills area if Saratoga favorably considers that area for annexation. After considerable discussion of the advantages a]nd/or disadvantages of entertaining proposals for annexation from any area, Councilman Drake summarized the criteria generally outlined by the council, individually and collectively, during this discussion, as follows: It is. the policy of the City of Saratoga not to seek additional area for the sake of enlarging the size of the city or.merely tO seek additional assessed valuation. The City will, howeVer, consider an~ annexation. where there is advantage to the city other th~n added assessed valuation alone,~o do so.
