SEAL COATING PDOGRA~-! - 1963 196S Seal Coating Director of Public !~orks submitted a list of streets proposed for the Bids 1965 seal coatine project and estimated the area to be sealed at 662,478 square feet. He reported that about 90% of the streets in need of this type work will have been completed in this fourth year of the preventive maintenance program. Councilman Hartman moved, seconded by Councilman BraZil, to authorize the City Clerk~Administrat0r to advertise for bids for seal coating city streets. ~Otion carried unanimously. SOLUTION N0. 85-4 Res. 85-~ City Administrator !{anley briefly s~,mmarized the provisions Personnel Resolution ~o. 83-4, establishin~ personnel policy, position classi- Policy fications and salary ranges ~or employees o~ the City o~ Saratoga, and stated that the resolution repeals prior personnel policy resolutions and reflects current council policy. Kenneth Jones, the City's bondinq attorney, described the slight Callin~ differences in the ordinance callin~ snecial bond election From the Special wording in the ~esolution o~ necessity which was recently adopted. Mr. Jones also reported that the costs o~ the four issues had been increaaed to include estimated incidental expenses ~or the special election, legal fees, etc. and that the total amount of the ~our propositions is $1,275,000. ~fayor Glennon directed the record to show that Ordinance 36 was introduced and continued to the ~ext regular meeting. Councilman Brazil moved, seconded by Councilman Ritchie, to adopt Resolution No. SDR-431-1, ~rantin~ building site a~reval to ~arold Hanson for one lot on ~Vardell Road. Motion carried unanimously. B. SDR-89 - BROOKSIDE CLUB OF SARATOGA SDR-89 ~{ayer Glennon outlined the request from the Brookside Club, dated Brookside July IO, 1963 for an extension of time in which to construct an access Club road required as a condition o# buildin~ site approval. Extension Upon the recommendation of the Director of Public !~,orks, Councilman Hartman moved to approve an extension of one year from this date to the Brookside Club for the installation of the required access road. (4) ~ayor announced that ~rs. Dorothy Parker has resigned her Dorothy position with the Civil Defense oreanization and the Council Parker unanimously voted to authorize the Mayor to write to ~frs. FINANCE Bills (1) Councilman Brazil moved, seconded by Councilman Ritchie, to approve the disburse~nents on the list dated July 17, 196~, for a total amount or $5,759.94, and authorize that warrants be dra~rn in payment. Motion carried unanimously. (2) Councilman Ritchie moved, seconded by Councilman Brazil, to artprove Finance the Treasurer~s Report and the City Clerk's Pinancial Report for Reports the month of June, 196~. ~otion carried unanimously. DEPAR~-~NT HEADS AND OFFICERS Third The Director of Public ~orks reported that the Third Street parkin~ Street facilities have been installed and that Frequent checks will be made Parking to determine whether the parkin~ spaces are dominated by all day parking or are in rotatin~ use. (5) Clerk announced that a communication had been received from Garcia residents of Saratoga Place re~ardinfl the Garcia subdivision Subdivision development in the area north of Hertitan Avenue and East Gradin~ 'Highway #9, and that renresentatives of the area were present and wished to address the council, B. ORAL Mr. Charles MacLeans 20~15 Merriman Avenue and ~fr. 202~5 Saratoga-Vista Court, renresentin~ Saratoga Place residents, Carcia requested Council ~rotectton ~ro~ the ~radin~ operations currently Subdivision bein~ conducted by the developers of the Garcia subdivision adjacent Grading to Saratoga Place. They stated that the residents are concerned that the work in proffress on the Carcia subdivision ~!,ill adversely affect both drainage and nrivacy ~or the existinff residents. The Council and Staff discussed this matter with the residents present and advised them that the ~radin~ plans are currently beiu~ checked by the County Engineers, servin~ as City Eneineer, and that the plans will then be transmitted to the Plannin~ Director ~or his approval0 ~he Council essured the Saratoga Place residents that the gtadin~ plans will be carefully studied for any adverse effect they ~i~ht have on existing deveiO~nent and that buildin~ ~ermiZs will not be iSsued for any oF the lots until the plans meet. the City's approval.
