FINANCE Bills (1) It was moved by Councilman Burry, seconded by Councilman Robbins, and unanimously carried to approve the disbursements on the list dated November 16, 1966, and authorize that warrants be drawn in payment for a total amount of $40,364.78, V PUBLIC HEARINS - 8:00 P. Dr. Isaac N. Abrams filed, with the City Clerk, an offer of dedication for an easement through the Medical Village property to the property unde~ con- sideration for rezonin~. Dr. Abrams indicated, however, that thisFrant of access easement to the City in no way changes the Medical Village's position that no further Professional-Administrative develooment is needed at this time. B. ORDINANCE NS-3.13 Ord. ~yor Hartnan opened the public hearing at 8:07 P. These recozm~endations had been reviewed by the Planning Commission and the Comission's conclusions had been incorporated in the rough draft of Ordinance NS-3.13 now before the City Council. The ~.~yor opened the public hearin~ at 8:07 and the followinF individuals spoke in-opposition to various aspects of the proposed ordinance: Richard Nocker, Theodore Shebs, liike Samson, Liuda Gasa, Peter 3. Pssetta, A. A. Browley, Hrs, Johu Co,T, Norman Anderson, Carl Huboi, George Smith, Robert Plane, Gordon Dock, Mrs. WilliemWorden, Frank Prindle and Roy Billings. In addition, Mr. Shebs submitted a letter from Mrs. Christianson in opposition. Mr. M. J. Lee, Joseph Cormally and Hubert Allen spoke in favor of the proposed ordinance. After discussion, it ~as moved by Councilman Burmy, seconded by Councilman Robbins and unanimously approved to continue the public hearing until the C~ty Council meeting of January 18, 1967 and to refer the proposed ordinance to the Planning Committee of the City Council for study and consultation with the Planning Commission and report back to the City Council at the January 18, 1967 meeting. COUNCIL COH~ffTTEES (1) The Management Conmittee report of Movember 9, 1966 re~ardin~ the reconr- Annual mendations of the annual post audit was read and it was moved by Council..~ Post man Burry, seconded by Councilman Robbins and unanimously adopted to Audit approve the Committee report. (2) The report of the Public l~elfare Committee regarding the maintenance of Pierce the intersection of Pierce Road and Foothill Lane, dated November 10, Road - 1966 was read end it was moved by Councilman Tyler, seconded by Council- Focthlll man Burry and unanimously adopted to approve the Committee report and Lane authorize the necessary work. Maintenance (3) Councilman Tyler reported that the Public Y, Yelfare Comnittee had not CoUntY- been able to prepare a unanimous recomnendation regardin~ the proposed Wide establishment of a County Housing Authority. }le indicated that he Housing supported the proposal while -~fayor Pro-Tern Hartman opposed it. After Authority discussion it was moved by Councilman Burry, seconded by Councilman Robbins and adopted, with Councilman Tyler voting no, to direct that the County Executive be informed, in response to hi~ written inquiry of October 25, 1966, that the City of Saratoga did not wish to partici- pate in a County Housing Authority. D. DEPARTMENT HEADS AND OFFICERS SDR-593 (1) The Director of Public Works reported that a Darallell railuay car R.Johnston bridge over Calebsans Creek on the private road serving the Rolston SDR-618 Johnson, (SDR-593) and Jord.an Pennoyer (SDR-618) buildin? sites is Pennoyer physically possible but might requi~'e additional right-of-way. It was, bridge therefore, his recommendation that Mr.. Johnson and ~!r. Pennoyer be relieved of any Contribution to the cost of construction of the additional parallel structure but be required to share the cost of any additional right-of-way, if required. It was the conclusion of the City Council however, that its action on this matter at its meeting of November 2, 1966 should stand and that no additional cost should be borne by Mr. Johnson and Mr. Pennoyer for either construction or right-of-way. ORAL Maxmar (1) Mr. Herbert Rennet appeared on behalf of ~faxmsr Investment Company and requested City Council reconsideration of his request that the conditional Invest- rezoning of his property on Walnut Avenue under C-71 be extended on the merit Co. ground that his request to the Planning Commission of October 13, 1965, C-71 acted upon at the Commission meetln~, of November 22, 1965, was intended Extension to, and did, constitute an application for extension of time of the rezonin~ under Ordina:~ce NS-3-zd-24. After review of Section 18.11 of the Zonin~ Ordinance by tile City Attorney and upon his advice, it moved by Councilman Burly, seconded by Councilman Tyler and unanimously adopted that it was the f~ndtng of the City Council that an extension of the time limit imposed under Ordinance NS-3-ZC-24 was ~ranted by the City Council at its meeting of December 1, 1965 to be effective until January 2, 1967. ABAC-- (2) Mr. Burry reported that he would be attending the December 16, 1966 Regt.onal meeting of the Association of Bay Area Govemments concerning the pro- Gov't. posal for a regional governmental organization. With no objection, Organization the Mayor suggested that he and ~r. Burry and the City Administrator discuss all aspects of the proposal prior to the meetifl-. date. (3) The Mayor acknowledged with pleasure the presence of Plannin~ Co~nissioner Crisp and representatives of the Good Goreraiment Group and the Chamber of Commerce.
