MINUTES It was mo~ed by Councilman Robbins; seconded by Councilman Burry; and Minutes unanimously carried~ to waive the reading of the March 1, 1967 minutes and approve them as ~ritten. II BIDS .AND CORmfRACT.S. Without objection, Mayor Glennon deferred discussion of the Youth Center lease agreemot until the arrival of the City Attorney. ~. Huff reported that the Management Committee had met with representatives of the West Valley Circle of the Florence Crittenton Home to review the Crittenilon license agreement to permit operation of a Japanese tearoom at Hakone Gardens.~ License Motion was made by CoUncilman Tyler; seconded by Councilman Robbins; to ac- Agree- cept recommendation~ in the Management Committee report dated March 15, 1967 ~ ment motion carried and so ordered. c. Councilman Hartmen arrived at 7:45 P.Mo III PETITIONS; OI{DINANCES AND FORMAL RES.U~UTIONS A. _RESULOTION NO. Discussion of supporting imposition of a special vehicle use fee to finance Res. County-wide Highway System was ce~ried over by the Council from the previous 35~ meeting. Councilman Tyler reported on a meeting held in Sacramento conce~'n~- ing pending legislation of the special vehicle use fee. Councilman Burry moved for adoption of Resolution No. 35R; seconded by Councilmen Robbins; unanimously carried and so ordered. II A..Y. 0UT~...CEHTER LEASE AGREEMENT Due to the late arrival of the City Attorney~ this matter had been continued from earlier in the meeting. Mr. Huff presented the report of the Manage- ment Comittee dated March 9, 1967, outlining ~-ecommendations for changes to the originality proposed lease agreement with the Saratoga Youth Center, Inc. T"ne City Attorney stated he had prepared a revision to the original Youth agreement incorporating the first two changes mentioned in the report. Center Dr. Warren Sturla and Mrs. J. J. Sitnay presented the views of the Saratoga Lease Youth Center, Inc. on proposed uses of the Center. Mrs. Sitnay said it Agrmt would be necessary that the building be used for some commercial purposes such as rental to local groups for luncheons, dances, dinners, etc. to meet operating expenses. Some money will be received from the Saratoga-Los Gatos Recreation District for use of the facilities for adult recreation groups during the day. The Council opposed these proposed uses on the basis that such activities are not youth oriented end could interfere with youth activ- ities. Youth Center ~s~ Sitnay said the S~atoga Youth Center~ inc. ~roposes the formation Lease of a Youth Center Bo~d~ comprised of three members of the present A~eement toga Youth Center organization, sd two other members~ one preferably member of the City Co~cil~ to administer the Youth Center. It is anti- cipated that s full-time directo~ will be hired. Stunt Howell, of the S~atoga Ch~ber of Comerce, inquired of the Comcil ~ether or not they would rule out absolutely the use of the buil~ng by cornunity ~oups for !~cheons~ etc. ~yor Glemon replied that~ if allowed~ such uses would have to be approved indiadully by the Council. ~e ~yor referred the a~eement back to the ~nagement Comittee to be re~s~ in final fo~ to cover all the contingencies discussed. Co~cilm~ ~ler moved; seconded by Comcilmn Robbins; for final approval of Resolution SD-659-1~ ~act motion c~ried un~imously and so ordered. B. ~R-442 - B~T GI~.~0 ~. Huff stated that Bm't Giraudo had obtai~d site approval for a ',non- SDR- confoxing lot in ~ acre zone~ p~ing $450 storm drain fee. He recomende~ 442 refund of $17~ of the fee, since $275 is the norml fee for R-l-12,500 Glraudo lot ~d other ncn-confo~i~ 10ts have been ch~ged accordingly. Motion by Council~n Robbins; seconded by Comcilman H~t~; approving $175.00 refund to B~t Giraudo; motion c~ried ~manimously. C?
