Bo Hanauer and Company of Newark, New Jersey, was the highest responsible Village bidder ~/ith a net !o~ interest bid ~f 5,185~ and the bids ran~ed t0 the Parking high net interes~ rate o~ 5o~11%o l~r. Huff sta~ed ~hat the computa~ious District had been verified by the Dis~rict~s bonding attorneys. Hr~ ~hilip Asset No, 1 answered several questions regard in~ the computations and indi~ated tha~ Bids 0n he felt ~hat the bids were good ones. RESOLUTION NOo 36-B-9i Roso 36-B-93 It was moved by Councilman Burry, seconded by Councilman Herman, and · r.3861 unanimously carrill to adopt Resolution No. 36-B-93, accepting the streets in Tract 3861 and releasing the improvement bond. B o RESOLtrEION NO, 385 RoS. Mr° Huff explained that this resolution was drafted jointly by ~he Cuper- 385 tino Sanitary District and County Sanitation District No. ~ to forrealize Sanitation existing practice for the provision of sanitarl sewer service within Disto#~ city. Hr. Johnston etatea that it was his belief that the sanitar~ & Cup. districts wished to have a formal expression from the Council that would, Sanitary in effect, assure the ~o districts that ~he City does not plan to go District into the sanitation business and approves the sphere of influence agreed service upon be~een ~he ~o districts. ~he Ci~ Attorney suggested that an additional paragraph be added to provide that relocation of when required because of s~reet realignment, etc. shall be a cost respon- sibility of the districtS° Councilman Har~aan eu~ested ~hat the resolution also be amended to provide £or the preservation of trees. Councilman Harman reported that the Planning Committee had reviewed ~he NS-5.17 proposed wording of Ordinance NS-5.17 with the Subdivision Crm~nittee Subdiv; of the Planning C~lssion and that both committees agreed with the .. Park proposed wording with two minor exceptions. Both changes consistof the Acq.fees addition of the provision for Planning Cou~ission rece~endation p~ior to council action relative to (1) credi~ for providing open space and (2) determination as to ~hether to r~quire a dedication of land within the subdiVis.ion, payment of a fee in,, lieu thereof, or a, ~ombination of both. Harden for improvements to Sobey Road, as recommended by the Director of Public Works. B. PIeFaY SDR-521 Perry Mr. Huff stated that this agreement is the s~-~ standard agreement as the Htn. Mayor Glennon announced that the monthly meeting of the Inter-City Council Htg. will be held tomorrow evening at the Capri restaurant in Margan Hill and asked that any one planning to attend notify the Secretary-Treasurer, Doug Ends, so that he migh~ arrange for reservations. B. FINANCE (1) Payment Of claims It was moved. by Councilman Tyler, Seconded by Councilman Hardnan, and Bills carried unani~O~Sly to approve the list o£ disbursements dated November 1~ 1967,and authorize thet wereants be drawn in payment for a ~otal ~mount ~f $20,347.30. (2) The 1966-67 audit prepared by Peat, Nan~ick, ~itcheii & ~ompany was 1966-~7 presented for Council in~orma~ion and, after brief discussion, the Andit firings rec~u,endations were referred to the ~anagement Connnittee for Report study and rec~endation to the Council. The matter o~ court deposits bein~ placed with the State instead of the County was discussed and the City Attorney stated that he felt the anditors~ rec~n~m~ndations of the past t~o years regarding this item were impracticable in cases where the amount o~ the court deposit is low ~nd of short anticipated duration. The hi~her interest rate to be derived from the State, Hr. Johnston stated, is offset by the time involved in recovering these deposits. Mr. Huff rec- Fruitvale- commended that: (1) The city form an underground utility district glendale on Allendale and utilize the estimated $21,800 P. G. & E, ~onv~rsion Underground allocation there. (2) The city include conduit for P. T. & T. under- Utilities ground on Frtiitvale, in the Fruitvale construction project; and (3) The city seriously consider declaring an underground district on Fr~itvale from Saratoga Avenue to Allendale, thus placing Under- ground all the P. G. & E. lines affected by the Fruitvale project. The Council questioned the prohibitively high estimates of Pi G. & E. and Mr. Huff stated that he has asked the City of Palo Alt0 CO furnish him with cost information regardin~ recent undergroundin~ activities in that city. At the same time, the Hayor directed that the Santa Clara city owned utility be contacted by the Director of Public Works regarding the possibility of that utility providing electric service to the Saratoga area. ~qith no objection, Hayor Glennon referred the underground utility question to the Public Works Com- mittee and asked that it be furnished with the information received from the cities of Pale Alto and Santa Clara, Under~ ~5) The City Mm~nistrator announced that a statewide conference on ground underground utilities will be sponsored by the League of California Utilities Cities in Los Angeles November 29 through December 1. The ~0uncil Conference agreed that it would be beneficial to send any members who may be able to attend~ Village (7) Mr. Huff reported that P. G. & E. is studying a reqhest from the Street ~ity relative to street lights in the village area and a reply is Lights ext~cted in the near future. VII COMMUNICATIONS A, ~RITTEN (1) A letter from B. P, Borow, Chairman of the Via Regina R~ad Associa-~ Via tion, asking assistance in establishing garbage pickup service on Regina Via Regina, was referred to the City Administrator with the request garbage that he reply to Mr. Borow that the service will be provided, if service poe s ible. P,G.6a. (2) The Council acknowledged copies of a letter to the ~ from the Underground P.G. & E., advising that the utility company has budgeted $8,000,000. Conversion for the year 1968 for the replacement of existing overhead with Distribution underground distribu~ion facilities. B.
