ORGANIZATION Mayor Tyler called the meeting to order at 7:40 P.M. and announced that the special meeting had been called for the purpose of ~anvassing the vote of the April 14, 1970 General Municipal Election. A. ROLL CALL - All Councilmen were present. II. RESOLUTION NO. 533 - KEVIN P. MOR~NMEMORIAL RESN. 533 Mayor Tyler introduced Resolution 533 memorializing the sacrifice of Kevin KEVIN P. P, Moran who gave his life in an attempt to halt the tide of violence in'and MORAN around the Santa Barbara campus of the University of 'California. Councilman MEMORIAL Robbins moved adoption of Resolution 533, Councilman Smith seconded the motion; carried unanimously. Mr. Smith stated that on Saturday, April 18, 1970, Kevin Moran, a 22 year old student at the University of California, Santa Barbara was fatally shot and killed at Isla Vista. Moran was sho~ while trying to dissuade other students from burning the temporary Isla Vista branch of the Bank of America. Moran had responded to a radio appeal by the UCSB Student Body President to help put out fires set by arsonists. Just before he was shot he had entered the bank to put out a moloto~ cocktail. Keyin was a graduate of Sacred Heart Grammar School, Saratoga and Saratoga High School. His friends have said about him; "He's really a good guy"; "He was deeply involved in fighting violence"; and "H& was a peacemaker"° The time we live in is one of division between the young and the establishment. Communication has broken down and violence has prevailed. It is time for each side to listen to the other and thereby grow in love and understanding. This love ~11 bring the peace sought by Keyin Moran. Saratoga, as Kevin's home, should make an effort to perpetuate his desire to bring peace. No mere resolution of this Council is enough, rather we must designate a symbol which will remind others about Kevin's quest. In this way peace and love will come to all of us. M~ved by Mr. Smith (1) that a park be renaraed KEVIN MORAN PARK; (2) That a Committee be appointed Of saratoga parents ahd Saratoga college and high school students to organize the dedication of this park; and (3) that Thursday, A~ril 2~, 1970 be deciared a day of mourning by the Mayor and flags he flown at half mast, seconded by Mr. Dwyer; carried ~nd so ordered. III. 'CANVASS OF VOTES APRIL 14, 1970 GENERAL MUNICIPAL ELECTION A. RESOLUTION 532 ~S~N. 532 After review of the tally sheets and Resolution No. 532, it was moved ~ANVASS OF by Mr. Robbins, seconded by Mr. ~qyer and carried unanimously to adopt ~OTES - APR. Resolution 532 being a resolution canvassing the vote of the April 14, 14, 1970 1970 General Municipal Election and resolving that Robert H. Dwyer, James C. Sanders and Colman. M. "Cole" Bridges were elected to the City Council for the four year terms ending April 14, 1974. B. RESIGNATION - COLE BRIDGES, CHAIRMAN PARKS & RECREATION CO~E4ISSION RESIGNATION Mayor Tyler announced that he had received a letter of resignation from COLE BRIDGES Cole Bridges, Chairman of the Parks & Recreation Commission due to his P & R CO~SM. election as City Councilman. Moved by Mr. Smith, seconded by Mr. Sanders; carried unanimously to accepted Mr. Bridges' resignation. C. AD}5NISTERING OATH OF OFFICE TO NEWLY ELECTED COUNCII21~N Oath of office was then administered to newly elected Councilmen ~yer, Sanders and Bridges and each assumed the office of Councilnmn for the tenn ending April, 1974. ~ITY 0 ' A~TOGA ~S CI~ COUNCIL MINUTES APRIL 21, 1970 D.. ELECTION ~ ~YOR AM ~YOR PRO-TEM Mayor Tyler then tuned the gavel over to the City Clerk, James R. Huff. Mr. Huff called for no~nations for ~yor and Council~n Smith no~nated Charles H. Robbins, Councilman Sanders seconded the nomination. Councilman Smith ~ved, seconded by Council~n Dwyer to close the no~nations; motion carried ~th Council~n Robbins abstaining. Mr. Robbins was elected Mayor on a vote of 4-0 ~th Mr. Robbins abstaining. Mayor ~Robbins assumed the Chair and called for no~nations for Mayor Pro Tem. Council~n D~er nominated Jerome A. Smith as Mayor Pro Tem. Council~n Sanders seconded the nomination. It was ~ved by Mr. Dwyer, seconded by Mr. Sanders and carried unani~usly that the nominations be closed and Jerome Smith be elected Mayor Pro Tem. IV. ~JO~NME~ ~yor Robbins called for an Executive Session i~ediately after a Brief recess to discuss personnel matte~ pertaining to the Planning Commission and Parks and Recreation Commission vacancies. The meeting recessed at 8:05 P.M. and reconvened in Executive Session at 8:15 P.M. The Exe~tive Session ended at 8:35 P.M.
