MINUTES Minutes of Special Meeting of June 30 approved as distributed. II. BIDS & CONTRACTS A. REQUEST FOR AUTHORIZATION ,TO ADVERTISE FOR BIDS FOR CITY STREET SEALING 'PROJECT It was the consensus of the Council that next year the Public Works Department should submit their request during the first part of June so street sealing can be dompleted in late July or early August! Staff authorized to advertise for bids. . \ B. COX AVENUE WALKWAY - FINAL ACCEPTANCE Accepted work and authorized filing notice of completion. C. AGREEMENT BETWEEN THE SANTA CLARA COUNTY FLOOD CONTROL AND WATER DISTRICT AND THE CITY OF SARATOGA FOR CONSTRUCTION OF A WALKWAY ADJACENT TO TRACT 4863 - "THE VINEYARDS" Mayor authorized to execute agreement. Mayfield reported,that over 400 Retirement Housing Questionaires had been returned to the Good Government Group. A Tabulation of the responses will be transmitted within a week. GENERAL PLAN REVIEW FOR 1971 Public Hearing opened at 8:09 P.M. The Planning Commission recommendations were referred to the Planning Committee with special emphasis on the following items: 1) Pierce'Road-Ashley Way area. Mrs. Wilson requested that the Wilson propert~ be designated as low density. 2) Low'Income Housing. ,Commission to review with .as~istance oflOíty attorney and-planning staff. ' \ 3) Slope Dens"ity. 4)" General Commercial. 'Gene Fink, l22 Saratoga Avenue; Santa Clara, representing Mr. Cliff Beck asked that General Plan be amended to reflect P-A zoning for the area on the northwest corner of Saratoga and Cox Avenue. Mr. Gene Caruso, Treasurer, Prince of Peace Lutheran Church, asked that the area owned by the church but surplus to fueir needs be changed to Professional-Administrative use. 5) Slope Conservation. Mr. Ted Shebs; 19020 Farwell Avenue suggested that this be coordinated with the Santa Clara County mountain study. 6) Fruitvale Avenue. Mr. Shebs expressed strong opposition to the designation of Fruitvale Avenue as a future four-lane thoroughfare. ' (7) ¡Annexations. Mr. Shebs as~ed that the Ci~y Council look very closely at any consideration of annexation o~_hillside areas. Oskar R. Announced Leagueof California Cities, Peninsula Division request for people to serve on various committees. 2. It was the coµsensus of the Council that the City Manager should write a letter to our representatives in the State Legislature indicating our opposition to AB 2294 concerning mobile homes, unless a review of the bill by individual council members revealed impelling reasons D8t to support the bill. " B. FINANCE l. Payment of Claims Approved list of disbursements dated July 7, 1971 and authorized Mayor to sign the warrants. C. COUNCIL COMMITTEES & COMMISSION REPORTS - None D. DEPARTMENT HEADS & OFFICERS 1. Assistant Planner - Status report on marginal residential land use study of problem parcels such as Moran 'and Wilson. .. ',E. CITY MANAGER l. Announced current population of 27,550. 2. i Announced-PatroCRate-ë£rect'ive August-Y¡;--;-T97l and-indlcated--e££ect on budget. VII. COMMUNICATIONS A. WRITTEN 1. Letter from Saratoga School District advising us of the portable classrooms which they have leased for use at Saratoga School. 2. Five letters favoring the West Valley College Recreational Assessment District and one letter opposing it. B. ORAL l. Mr$. Worden commended the City on the Saratoga Avenue walkway but stated that cars were currently blocking the strip in front of the two old Cunningham residences where the road is the narrowest. Without objection, referred to staff. 2. Councilman Dwyer commented on the poor condition of the Saratoga Avenue median strips and the fact that the sprinklers appear to be inoperative. 3. Mr. Nguyen asked for clarification of the dedication necessary in SDR-S07 and this was referred to the Assistant Planner for~reply.
