V. PUBLIC HEARINGS A. C'-148 - GEORGE W. DAY - FRUITVALE AVENUE AND DOUGLAS LANE Mayor Robbins stated that the Council was not in a position to take action adopting this change of zoning because there is no map before them or the Planning Cormnission. There were no new communications on file. No one In the audience wished to comment. 2Public Hearing continued to February 2, 1972. VI. ADMINISTRATIVE MATTERS A MAYOR 1. Called for an Executive Meeting following the regular meeting to discuss personnel matters. 2.- p essed concern that,.the~Ordinance states that all lots in P-C zoning Ex r must be constructed with~ 12 months. Referred this matter to the staff and the Planning Comnission for study and recommendation as to whether any changes are desirable. 3.Will follow up on sister city concept during visit to Toyko in the near future. 4. Announced meeting between City Manager, Mayor, the Fire Chief and two members of the board of the Fire District concerning providing fire services for the entire district operating out of the Cox Fire Station. Mayor expressed his approval and the. City will await further word from the Fire District. B. FINANCE 1.Approved List of DisburSements dated JanuaF.y 5, 1922 and authorized Mayor to sign the warrants. COUNCIL COMMITTE~ AND _CQMMI.SSIO~. REPORTS ..... 1. P.E.P. Program - Management Committee Councilman Dwyer stated that the.Management C0rm~ittee had recommended hiring a Planner unde~ the P.E.P. program because of the apparent difficulty in obtaining ~ Deputy. HoweVer, the Parks and Recreation Commission minutes indicate that Lt. Don Tamm expected to use this Deputy for surveillance as part of the Park program. He asked for clarification of the City's recorm~endation. 2. Purchase of Lots 110 and 111 at Brookglen-Cox The Parks and Recreation Secretary reported that the Commission agrees witb the City Council and the City Manager in that they would recommend purchase of Lots 110 and 111 in Prides Crossing South. It Was the consensus. of the Council that this should'be'considered further in Executive Session. Do DEPARTMENT HEADS & OFFICERS - None E. CITY MANAGER t. Acting City Manager referred t~ a complaint from Lee Lesh Tree Service. There is a memo from the Director of Public Works explaining the City's policy concerning the hiring of tree service companies. The Acting City Manager reported that the City Manager is recommending aberiding moratorium/under certain conditions for the Bo~lman Road area. H~ also recommended that the moratorium be in fa~['~ c6Hdltio~i~g of any tentative maps by requiring adequate water supply for purposes of fire p~rotection. Referred to Planning and Environmental Committee. . 4. Staff to contact City Council concerning couhcil and Department Heads Joint Meeting date. VI~. COMMUNICATIONS A. Letter 'from 'Charles La~trop , 18940~ Fernbrook Court concerning the park situation in the Cox-Brookglen area noted and filed. 3. Letter from Mrs. Frank Hays~n 122~i Mellowood Drive supporting neighborhood parks in the Brookview.area°noted and filed. 4.Letter from Sally McElr0ney','l~5~8. Woodside Drive suppor[ing neighborhood parks noted and filed. · 5. Letter from Mrs. John Root, 12281 Mellowod Drive also supporting the park proposal noted and filed. 6. Letter from W.B. Stephens, Jr. Manager, P.G. & E. informing the City of their share of monies for undergrounding in Sa'ratoga. The total amoun~ available for conversion projects is $63,094.' This year Saratoga would receiv~ $29,800. Noted and filed. 7. Letter to the .City CoUnc{1 from the Electrical Contractors Association asking that we maintain. our electric permit fees at the same level. noted and filed. B. ORAL 1.
