CALL Present: Councilman Bridges, Brigham, Kraus and Smith Absent: Councilman Diridon II. CONSIDERATION OF JOINT EXERCISE OF POWERS AGREEMENT WITH MONTE SERENO AND LOS GATOS RE: YOUTH SERVICE BUREAU Mayor Smith introduced the subject by indicating there are basically two agree- ments which the City Council. is being asked to consider. The ~irst, which is under consideration this evening, pertains to a Joint Exercise of Powers Agree- ment between Monte Sereno and Los Gatos for the purpose of leasing a building facility for the operation of the Youth Service Bureau.' The second agreement pertains to an agreement between the three cities mentioned above and the County of Santa Clara f6r the actual operation of the Youth S~rvice Bureau. The City Manager reported there was some difference of opinion 'by the CounCil members in Los Gatos ahd possibly members of the Saratoga City Council concerning the structure'of the committee advisory board for the Youth Service Bureau. Councilman Bridges indicated concern about the imbalance of the proposed Board, and felt there should be more City council appointments to the Board, inasmuch as the. three cities are providing the funds for the Youth Service Bureau facility. They !~r_t~f~ that youth members should include all the junior high school and high school levels represented, and this could be accomplished on a rotation basis. Another concern expressed by Councilman Kraus centered around th~ ability of the proposed Board of Directors to expand its own membership. He felt if the Board wants to expand, it should be done under the approval'of the three city councils involved. .. The Counciltook no official action on this matter, bnt did indicate its support of more council appointments to the Board. The City Manager recommenaed that the Mayor and City Manager of each city mee~_~q~o see if the problems in the proposed agreement could be worked out prior tO the first City Council Meeting in November. III. ADJOURNMENT It was moved by Councilman Brigham and seconded by Councilman Kraus the meeting be adjourned to an Executive Session following this evening's Committee of the WhoIt Meeting.
