SARATOGA CITY COUNCIL

I. ORGANIZATION
The meeting was called to order by Mayor Cole Bridges. Roll Call:
Present: Councilmen Brigham, Corr, Matteoni, Bridges
Absent: Councilman Kraus
II. CONSIDERATION OF RECOMMENDATION BY PARKS AND RECREATION COMMISSION TO MODIFY
THE MASTER PLAN FOR EL QUITO PARK
The City Manager presented this item and reviewed the proposed recommendation of
the Parks and Recreation Commission. The Commission felt that because of the time
that had passed since the adoption of the Master Plan and the rising costs of park
development, that some of the original concepts should be re-evaluated. These
pertain primarily to the split walkway and bicycle paths provided, provision of
an area for senior citizen activities, and coordination of the children's play
areas.
Mr. G. Carlson, Chairman of the Parks and Recreation Commissi6n, further elabor-
ated on the Commission's feelings regarding the proposed changes, particularly as
it related to senior citizens.
After further discussion, it was moved by Councilman Bri~ham and seconded by
Councilwoman Corr to approve the reco~nendation of the Parks and Recreation
Commission to modify the Master Plan and to authorize staff to proceed in the
selection of an architect for this work.
III. CONSIDERATION OF A REQUEST MRS.BR~HM!~ 19848 BRAEMAR DRIVE, CONCERNING CONSTRUCTION
OF SECOND-STORY ADDITION AND ADDITIONAL GROUND COVERAGE TO HOUSE ON ADJACENT
PROPERTY AT 19832 BRAEMAR DRIVE
The City Manager reviewed the concern expressed by Mrs. Brehmwhen this matter was
discussed with him. She indicated that she was concerned about the two-story
addition being made to the already two-story house next door to her, and the impact
it would have on her air space and light received in the back yard.
Mr. Beyer further outlined the ordinances which have been revi~wed after the re-'
ceipt of this request, and indicated that he did not feel there were any violations
of existing ordinances which had been allowed.
Mr. Brehm~was then recognized by Mayor Bridges, and indicated that the major prob-
lems as they saw them were the following:
That it was an addition to a two-story house; that the windows on the
second story would cause a problem because it faced their back yard;
and he had received indications from a re~l estate man that it minht
possibly lower ~heir property values.
He further claim~ that the trees dividing the two properties provided that-th~
didn't see the existing structure through these tre~s at the present time; how-
ever, with the addition on the second floor, the trees would not have much impact.
Mayor Bridges indicated that certainly the intent of the Two-StoW Ordinance was
to control problems such as this, whether it be single-stoW homes or two-sto~
homes. Unfortunately, the ordinance when-it was drafted did not include additions
to two-story homes. He felt that the ordinance was meant to control changes of
the environment in a broader way.
The Council, upon the reco~endation of Mayor Bridges, referred the matter to the
Planning Co~ission for further review and reco~endation concerning this problem.
Th~ asked that the principle of controling the changes in the environment be re-
examined, and also, other possible problems be studied in regard to a~ modifi-
cations in the ordinance.
The Mayor further asked that another look be taken at thelfif~-percent d~finition
as it is provided in the Subdivision Ordinance so that there is no doubt in the
interpretation of this provision of the ordinance. The Counci~ indicated to Mr.:
Brim that th~ did not feel, since there have been no violations, and the addition
was being constructed within the existing ci~ ordinances, there was not a~ action
the Council could take at this time which would relieve their concerns.
There being no further action, the meeting was adjourned at 8:15 P.M.
