Proposed reductions are as follows: Item 9. Reduce 12" RCP by 407 ft. @ $11.00 - $4,477..00 Item ll. Reduce stormdrain:catch basins by 10.$550.00 - $ 550.00 Item 18. Eliminate median p~ving $6,095.00 This would result in a proposed~eduction of $11,122.00. Councilman Matteoni commented he felt it would seem short-sighted on the Council's part to eliminate item 18, as itmay be the future desire to put it back in. Councilwoman Corr seconded the motion, and it was carried, 3 to 2, with Councilmen Kraus and Brigham in opposition to the motion. B. APPROVAL OF FINAL DRAWINGS AND S~ECIFICATIONS FOR THE SARATOGA COMNUNITY LIBRARY It was moved by Councilman Kraus and seconded by Councilman Brigham to approve the final drawings and specifications for the Saratoga Library. The motion was unanimously carried. C.AUTHORIZATION TO CALL FOR BIDS FOR CONSTRUCTION OF COMMUNITY LIBRARY FACILITY It was moved by Councilman Brigham and seconded by Councilman Kraus ....... to authorize the staff to call for bids for cohstruction of the library facility. The motion was unanimously carried. III. RETITIONS, ORDINANCES AND RESOLUTIONS A. CONSIDERATION OF 1976-77 FISCAL YEAR BUDGET The City Manager presented as pe~ the Council's request, two alternatives one reflecting a 1¢ tax cut, and another representingY~h~~ tax cut.-- in the proposed Budge~. He further referen~d'~ le~¥F~iTe~ from Mr. Kalb of the Saratoga Coalition for Tax Reform group~ indicating how in his understanding the City might be able to cut an additional $28,715 from the Budget, particularly by means of the Law Enforcement Contract. CounCilman Brigham commented that two items he Would be personally against cutting out would be requests from the Chamber of Comme~ce,~and:also,_~he - position of Community Garden Manager. ('~ ........ · Councilman Kraus commented it would be his feeling to approve ResDlution No. 787, Adopting the Budget for.Fiscal Year 1976-77, with the amount changed to $1,968,045, or a $34,600 reduction, and the City manage to that amount, rather than taking amounts odtsof specific accounts at this time. He felt the City Manager could keep t~e Council informed throughout the year how things are going in reference to spending. Councilman'Matteoni commented that he would lean toward a 1~ tax cut, as he feels the budget as ~resented~is tightly drawn, and the City should be ~P~Tr~"~'hi~dl~'~{~li~igation or"work concerning ordinances, ~'~eh'di~d~hTd(iTC~(~'Hi'l'li~de Initiative or West Valley College situation. Councilwoman Corr com~nted that 'she feels the budget placed before the Council this year is very reasonable and keeps governmental services status c uo. It was her f(eling reducing the tax by 1~ which would be $17,300, or by 2~ at $34,000, in her opinion, would be playing gameS. However, she co~ented she might consider Councilman Kraus'-s suggestion in not naming particular items to De reduced, and consider a 1~ reductiOn. as a token reduction. Mayor ~ridges was of the opinion that the staff is at a level where the City CounCil could approve a 2~ tax cut; however, he would not at this time be in a positi.on to be able to sort out priorities for this cut wo01 j ~ ~(~9 -to'~"~fli~"~Ed~li~'~( ~,Twh-'th~Fe' wi 11 be times the Council will have to say "no" to particular requests. Sandi Cuenca; Saratoga Chamber o~ Co~erce, indicated there was an ExecOtive Session held on Monday, AOgust 23rd, and presented a letter expressing the feelings of the Executive Board of Directors. The letter expressed to the Council the Chamber's~appreciation to the Council in allowing them to lease from the City at a nominal':cost {he McWilliams House in the Historical Park, and outlining those extended serwces performed by the Chamber, and further commenting regarding the effects on these services, should the Council not/approve funding for certain programs through 1976-77. Lee Stoller, President, Saratoga Community Garden, commented that he would like to applaud the Council's dec.ision to.try and reduce'the tax rate, and particularly the sy~tem of allowing the City Staff and City Council to make decisions on specific programs as it is found necessary. He indicated he would like to encourage the City to allow those individuals who would be affected by possible cuts to have an opportunity to discuss these with the staff prior to any final decisions being made. -.2- Following additional discussion concerning this issue and the comments expressed~b'~'~6~rTs ~n the audience, it was moved by Councilman Brigham and seconded'~' C6uncilman Kraus the adoption of Resolution No. ("a~p~i~h~l~7G~Fiscal Year Budget in the amount of $1',968,045. ~Th~i~n '~r~ed, 3 to 2, ~ith Councilman Matteoni and Councilwoman Corr ih opposition. RESOLUTION NO. 788 : Resolution Fixin9 the Amountof Revenue from Property Taxes Necessary for the Support of the Departments of the-City of Saratoga for Fiscal Year 1976-77 and to Pay Any Bonded or!Other Indebtedness of the City, and Fixing the Amount of Revenue Sufficient~to Pay the Estimated Costs for Said Fiscal Year for SCL District l, Azule Lighting7 District, Quito Light District, Fredricksbur9 Drive Park Maintenance District, Manor Drive Park Maintenance District, Greenbrier Park Maintenance District, and the Village Parkin9 Maintenance District No. 1 It was moved by"Councilman Kraus;and seconded by Councilman Brigham to adopt Resolut!on No. 788, and i.nsert in Section If ~-~o'Q~_fft_Lq~ ~397~'90~' to be fixed as the amount of revenue from property taxes for t~ 'EGFr~n~ fiscal year. The motion was carried, 3 to 2, w'ith Councilman Matteoni and. Councilwoman-Corr in-opposition. C. RESOLUTION NO. 32-S Resolution Fixin9 Tax Rates for Fiscal Year1976-77 It was moved by Councilman'Brigh'~m and seconded by Councilman Kraus adoption of Resolution No. 32-S, fixing the tax rate for Fiscal Y~ar 1976-77 at 23¢ per $1'00 assessed'valuation.' CONSIDERATION OF 1976~77 THR6UGH 19~8-79 CAPITAL' IMPROVEMENT PROGRAM The City Manager explaihedtha't based on theCouncil's action earlier this evening concerning the Quito/Pollard Road intersection, it would be proposed to eliminate on Page lO,the I~te~sect'ion Lighting in the amoUnt of $20,000, and this amount wouldbe shifted'to-the Pollard Road intersection Improve- ments. It w~s m6ved by Councilman Krausand seconded by CounCilman Brigham adoption of t~e 1976-77 through 1978-79 Capital Improvement Program. The motion was carried. IV. ~OTHER-BUSINESS 2~" g. ~ENITIAT~VE MEASURE The City Manager advised that September 1st is~the deadline which has been .-.- set for having ball:ot~-arguments submitted to the City Clerk for inclusion on the November 2nd ballot..He a'sked that the Council consider two issues this evening: 1) Whether or not the Council ·desires to submit a ballot argument on the. Initiative Measure; ~2~-Nhe~he~Or-no~-~the~Counciq--des~Ires~-the ~i.ty~Attor~ey~ ~-~.to prepare an objective analysis of the measure, · ac~o?~a_nE~_~i~.b_prgyj.sj.ons_o~_.Elect~ons.-Code-.Sect-iOn 5010.5. Following a discussion on this ma~tter by the Council, it was moved by Councilman Matteoni and seconded by Councilwoman Corr_theCouncil submit an argument for the November. 2nd ballot ~ga~C~6e ~'niti~T~Measure, ~' and ask the City Manager's assistance in pFe~r~g'~Tar~ent. The motion was carried. Following further deliberation regarding the matter of the City Attorney's analysis of the measure, it was moved by Councilman Kraus and seconded by Councilwoman Corr to instruct the City Attorney t~ prepare an objective analysis of the Ini~tiative Measur6, in accordance with the provisions of Section 5010.5 of the Elections Code. The motion was carried. V. ADJOURNMENT It was moved by Councilman Brigham and seconded by COuncilman Kraus to adjourn the meeting to an Executive Session for discussion of Personnel Matters. ~he motion was carried; the meeting was adjourned at 9:05 P.M.
