I. ROll Call - 7:38 p.m.
Councilmembers Clevenger, Jensen, ~liory, Watson and Me. yor Callon' present
II. Review of Proposed Use Of Housing and. Ccr~nunity Development Funas
City Manager explained that this iteml was a public hearing continued from
the regular Council meeting of 11/18.. Housing and Community Develo~nent
Coordinator explained how staff had prioritized projects end the difference
between designated and non-designated funds. He also explained the criteria
for those receiving rehabilitation loans as _resident owners and as investors.
Councilmember Clevenger seated that th~ Council should move ahead; it was not
known whether the City w6uld receive any cempetitiv~e funds, but each city
would probably receive some funding in ite~feh.~b.~Ii_.t~fion program. H~01sing and
'Cc~munity_'Develot~nent 'CoOrdinator rec6nraended that the Council indicate tentative
priority for non-designated' funds and. set a dollar amount for rehabilitation.

In response to Mayor Callon, he replied that funds probably could ~be'dsed.'

Dave Moyles, 13179 Pasec Presada, spoke in favor of using funds ~6r' improvements
of streets and s't6~m'dralns in the 'Quito area.
No one further appearing to speak, the public hearing was closed at 8:06 p.m.
Councilmembers discussed priorities for use of funds. Housing and ~ity
Development Coordinator noted that priorities could be changed even after
the funds are allocated, but they n~st be f/xed by 30 days before the beginning
of the fiscal year. He also explained. the certifications needing to be made
to justify use of the funds.
Consensus to keep Saratoga Housing AsSistance and Rehabilitation Program as
first priority for non-designated funds.
Consensus to authorize $10,000 for a aenior activities coordinator and $10,000
for direct programs for seniors,, fund~ to b~ matching.
III..lReview of Status of' the Projected Develo~nent of Saratoga Inn at NOrthern
Terminus of Third Street
Cu~,l~unity Development Director explained tha~iconditiOnat appr69al had been
granted by Planning Cc~mission and that certain conditions were being appealed,
including requirement for 47 pa. rking Spaces and ~eceptabte~fire access.
· Councilmembers discussed issues, including possible provision of Lpublic meeting
rocFas by inn; rationale for number of-parking spaces required; inlDact on nearby
businesses; redesignation of spaces in Village Parking District #3; removal
of trees.
Warren Heid, the architect for the projeet~ submitted a petition signed by
Village mercjk3nts favoring the project, as well as a parking study indicating
the number of vacant spaces in Village Parking District #1. He explained
the history of the application and asserted that sufficient fire safety precau-
tioDs had been taken so that fire access concerns were not a.' problem. He
also stated that the proposed 'number 6f rooms could not be reduced without
making the project economically unfeas, ible, but! number of parking spaces could
be increased by restriping certain spaces in Village Parking District #1.

Ernie Kraule, Chief of the Saratoga Fire Department, then spoke concerning
probieRs of firefighting at the proposed building. He stated that although
th8 building had been designed to be fire-safe, access problems were still
great because equiguent could not maneuver around all four sides of the building,
so firefighters might not be able to reach individua-l~ittapp~d in the building.
He suggested the building of a ramp connected the parking district with Third
Street.
The Council recessed frcu 10:02 p.m. to 10:10 p.m.
IV. Report frc~n Cun.~cnity Center Director;on Volunteer Coordinator Requirenents
Cuf.~unity Center Directbr presented report. Councilmembers discussed costs
of hiring volunteer coordinator and the possibility of having deparbaent heads
determine their needs and take responsibility for hiriFg and training volunteers
themselves.
Consensus to request City Manager to ihvestigate possibility of securing
volunteer volunteer coordinator and to ge~ response frc~n other cities similar
to Saratoga on their methods of hendl'.Lug the situation.
V;' Changes in Election Laws I1
Deputy City Clerk presented memo outlihing recent changes 'in election laws
allowing municipal elections to be consolidated with primary elections,
general elections, ox school' ,board elections. Council set item on agenda
for Decenber 2 r~Jular meeting.
