The meeting was called to order at 7:31 p.m. Councilmembers Callon, Clevenger,
Hlava, and Moyles were present. Mayor Fanelli was absent, and Councilmember
Clevenger presided as Mayor Pro Ten.
1. Review of Proposed Budget
The Community Services Director gave a report on the possibility of shifting certain
projects frc~n Revenue Sharing funding to Oa~uunity Development Block Grant funding.
a. Public ~earing cn Revenue Sharing Request (cc~tinued f~ 5/15)
The public hearing was opened at 7:32 p.m. Lou Leto, 14928 Jerry's Dr., spoke in
favor of the Chamber of Commerce request, as did Dorothy Day. In answer to
Councilmember Callon, Mr. Leto stated that last year's grant had been used for
postage, printing, a parade, and the Junior Ambassador program.
Marion Card, 20116 Chateau Dr., spoke in favor of the Sister Cities request. In
answer to Councilmember Moyles, City Manager stated that he would check to see if
$500.00 had been allocated to the Sister Cities program last year. Councilmember
Moyles wished to continue to allocate $500.00 if that had been done in the past.
Pat Mahler, 15555 On Orbit, spoke as President of Friends of the Libraries. She
· supported the library request. She suggested the City allocate both Revenue Sharing
fends and general funds in order to accemmedate Sunday opening. Janice Yee, County
Librarian, then answered Councilmembers' questions concerning the details of the
library budget and other libraries' experiences with Sunday opening. NO one further
appearing to speak, the public hearing was closed at 7:57 p.m.
Councilmembers discussed each request and made the following tentative allocations:
League of Wc~en Voters - $350
Catholic Social Services Long Term Care Ombudsman Probgram - $2,000
Ccrmtunity Garden - $800
Saratoga Are Senior Coordinating Council - $5,000
Volunteer Center - $16,450
Live Oak Adult Day Care Center - $1,700
Youth Science Institute - 0
Valley Institute for Theater Arts - $4,200
Saratoga Chamber of Caaierce $2,500
WeTip - 0
Sister City Program - $1,000 (or $500.00 if that was previously allocated)
Library- $20,000
As to the library request, Councilmember Moyles felt the financing p~oblem was not
within the City, as Saratoga taxpayers were already paying too much for library
services. He favored continued funding, but under a more equitable formula. Coun-
cilmember Callon agreed, as did Councilmember Hlava. The latter suggested providing
$15,000 from the General Fund for Sunday opening, as well as $20,000 from Revenue
Sharing. Councilmember Moyles suggested providing $5,000 for a study on pulling out
of the County system. Councilmembers discussed further alternatives. City Manager
pointed out that with the large State financial surplus, the County's financial
situation might improve. He suggested that the funds be granted with the provision
that present service levels be continued and the library provide a report on actual
funds available.

Mayor Pro Tem Clevenger than recessed the meeting frown 8:52 to 9:08 ~.m.-
City Manager explained request for 8% increase in chargeable hours and other details
of contract. Bob Wilson, who was present as a representative of the Sheriff's
Office, answered Councilmembers' questions. He also was asked to 'check. on the
costs and service levels with increased enforcement on a Thursday thr u h Sunday

basis rather than on a three-day cycle. City Manager noted that apparent ~ncrease
in service was not due to crime increase, but to.increased public demand for ser-
vice. After further discussion, there was tantative consensus to .leave ._the g.en~ral
law enforcement contract with an increase of .5%; to .have a~d~i_'_.tig_na. 1 ~e~f_qrq~/n..e_nt _o.n a
four-day cycle; and to hold the activity increase to 5%.
Councilmembers than discussed emergency preparedness program. There was tentative
consensus to delete the staff position and to fund the program in the amount of
$3100 for supplies.
As to the half-time secretary requested to assist the Community Services Officers
and the reclassification of one of the CSO's.to a.supervisory position, there was
tantative consensus to remain with the status quo.
As to the crossing guard program, there was also tentative consensus to keep the
status quo.
c. Review of B=R Pro~
HOusing and Community Developmant Coordinator answered Counc_~lmea~ers' qUestions on
program. There was tantative consansus to investigate improving .IElva first, then
consider a van for Transit Assist.
d. Review of C~.,,~ity Services Progra~
After discussion, there was consensus to increaselovertime~as.r_~eql~ested. As to the
proposed cut of the Teen Program, Councilmember Callon suggested La~s~king the Public
Safety Commission or the Parks and Recreation Commission to consider means of
dealing with Friday night teen problems in the absance of the program. There was
consensus to reclassify the Clerk Typist I position in the Community Center to a
Clerk Typist II.
Mayor Pro Tem Clevenger then announced that the Council was ready to make an
appointment to the Public Safety Cu~Lission, having.completed the interviews.
HLAVA/MOYLES MOVED TO APPOINT ROLLIN SWANSON TO THE PUBLIC SAFETY COMMISSION.
Passed 4-0.

Mayor Pro Tem Clevenger reported that she had met with the Highway 85 consultant
from TJKM, who' had told her the estimate for depressing the- freeway through Saratoga
was now $60-70 million rather than $100 million as originally estimated.

The meeting was adjourned at 10:55 p.m. Mayor Pro Tern Clevenger noted that the next
meeting of the Co~cil would be a study session at 7:00 on May 29.
