BROOKGLEN DR.,from Prospect Rd.!to South terminus of Brookglen Dr. RAVENW00D DR.,from Quito Rd. to West terminus of Ravenwood Dr. BEA~ONT AVE.,from Herriman Avej to Thelma Avenue. SARATOGA VISTA AVE. ,from Herrimah Ave. to Thelma.Ave. CANYON VIEW DR., from Elvira Street to Reid Lane. SECTION 2: Sec. 2.1 The City Council~of the City of Saratoga does, upon the basis of an engineering and traffic survey, hereby determine and find that the prim facia speed limit of 55MPH is more than a reasonable or safe speed on those highways and streets or portions of the same hereafter described. Section 1.1 of 0rdinance!4-A is hereby amended by adding to Section 10.5.4-2.1 of Santa .Clara County Ordinance Code therein adopted by reference the following described portions~of the hereinafter described public streets and highways as being 35!MPH speed zones and having a prim facia speed limit of 35MPH: PIERCE ROAD, from Saratoga-Sunn~vale Rd. to Foothill Lane. COX AVEI~HE, from Saratoga-Santa Clara Rd. to.Saratoga-Sunnyvale Rd. SECXION ~: This Ordinance iS hereby declared to be an urgency and emergency measure, effective immediately upon its passage and adoption, and ~nacted for the preservation of the public peace, health, safety, morals and welfare, and based upon -l' the facts that vehicle drivers are'constantly operating motor vehicles upon said streets and highways in excess of said speeds and will, unless immediately prohibited, continue to do so and to cause a menace to said peace, health, safety and welfare by reason of said excessive speed. If for any reason this Ordinance does not qualify as an emergency 0rdinancethe same shall be effective thirty (30) days after ~ts passageand adoption. SECTION 4:. If any section, subsection, sentence, clause or phrase of this Ordinance is for any reason held by a court of competent Jurisdiction to be invalid, such decision shallnot affect the validity of the remaining portions of this Ordinance. The City Council of the City of Saratoga hereby declares that it would have passed this Ordinance and each section, subsection, sentence, clause and phrase thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses or phrases be held invalid or unconstitutional.
