HomeMy WebLinkAbout71.63E-3 ORDINANCE NO. 71.61E-3 AN URGENCY ORDINANCE OF THE CITY OF SARATOGA AMENDING ORDINANCE NO. 71.61E PERTAINING TO CONSERVATION OF WATER The City Council of the City of Saratoga hereby ordains as follows: 8~CTION ~ The City Council finds and determines that: (a) Although water consumption within the City has been significantly reduced as a result of compliance by citizens of Saratoga with the conservation measure required under Ordinance No. 71.61E, as adopted by the City Council on March 28, 1989, the drought conditions still exist and efforts to conserve water must therefore be continued. (b) Because the quantity of rain has again been below normal during the 1990-91 rainy season, it is necessary to reinstate the restriction against the serving of water by any restaurant t~ its Customers except upon specific request, that was repealed by Ordinance No. 71.61E-2. It is furthermore necessary to impose a requirement that all future landscaping approvals be subject to compliance with the principles of xeriscape. SECTION 2~ Subparagraph (a)(8) is added to Section 2 of ordinance NO. 71.61E, to read as follows: "No water shall be served by any restaurant to its customers, except upon specific request by the customer." SECTION 3: Subparagraph (a)(ll) is added to Section 2 of Ordinance No. 71.61E, to read as follows: "(a)(11) For all development requiring landscaping approval, landscaping and irrigation must be designed to conserve water through use of the principles of "xeriscape", which is defined herein as meaning a combination of landscape design and techniques that in the aggregate reduce the demand for and consumption of water, including appropriate low water using plants, a low percentage of turf coverage, permeable paving and water conserving irrigation techniques and systems." 1 BBCTION 4z Except as herein amended, Ordinance No. 71.61E is declared to be in full force and effect. BBCTION 5~ This Ordinance is an urgency ordinance and shall become effective immediately upon adoption.
