ORDINANCE OF THE CITY OF SARATOGA
RENUMBERING, AMENDING AND ADDING
CERTAIN SECTIONS OF ARTICLE 4-50 OF
THE CODE OF THE CITY OF SARATOGA,
PERTAINING TO PEDDLERS AND SOLICITORS
The City council of the City of Saratoga hereby ORDAINS as
follows:
SECTION 1. SeCtions 4-50,100, 4-50,110 and 4-50,120 of
Article 4-50 of the Code of the City of Saratoga are hereby
.~enu__m~ered t__o_4-50.130, 4-50..140_ and 4-50.150, respectively. _
SECTION 2. Sections 4-50.030, 4-50,040, 4-50.050, 4-50,060 and
4-50.130 (renumbered) of Article 4-50 of the Code of the City of
Saratoga are amended to delete all references to "Community
Services Director" and to replace with references to "City
Manager".
SECTION 3. Sections 4-50.100, 4-50,110 and 4-50.120 are hereby
added to Article 4~50 of the Code of the City of Saratoga, to read
as follows:
w~4-50.100 Distributing on Private Premises
No person shall cast, throw, distribute, deposit,
scatter, pass out, give away, circulate or deliver any
commercial or business handbill, circular or other
advertising ~aterial or device to any residence or
business, or leave the same upon any yard, driveway,
porch, doorstep or vestibule thereof, or in any public
hallway thereof, or upon any vacant lot or other private
property in the city, without first having obtained the
express consent, or upon the express request, of an adult
.... resident or_occupant thereof. _
4-50.110 Samples and Merchandise on Private Premises
No person shall cast, throw, distribute, deposit,
scatter, passeout, give away, circulate or deliver to any
premises any commercial advertising sample or device or
other merchandise of any kind, except into the hands of
an adult person who resides upon or occupies such
premise.

4-50.~20 Newspapers
The provisions of Sections 4-50.100 and 4-50.110 shall
not apply to the sale or distribution of newspapers,
magazines or other periodicals published for the
dissemination of news and intelligence of a general
character and printed or published at regular intervals."
SECTION 4. This Ordinance shall be in full force and effect thirty
(30) days after its passage and adoption.
The above and foregoing Ordinance was regularly introduced and
after the waiting time required by law, was thereafter passed and
adopted at a regular meeting of the City Council of Saratoga held
on the 2nd day of October , 1991, by the following
