COUNCIL REORGANIZATION MEETING
DECEMBER 2, 2008
City Clerk Ann Sullivan called the Council Reorganization meeting to order at 7:30 p.m.
REPORT OF CITY CLERK ON POSTING OF AGENDA FOR DECEMBER 2, 2008
Ann Sullivan, City Clerk, reported that pursuant to Government Code Section 54954.2, the
agenda for the Council Reorganization Meeting of December 2, 200$, was properly posted on
November 26, 2008.
ROLL CALL
PRESENT: Councilmembers Susie Nagpal, Howard Miller, Jill Hunter,
Kathleen King, Chuck Page
ABSENT: None
ALSO

No one requested to speak at tonight's meeting.
COMMUNICATIONS FROM BOARDS AND COMMISSIONS
None
Councilmember King acknowledged the presence of State Senator Abel Maldonado and State
Assemblymember Jim Beall.
REORGANIZATION OF CITY COUNCIL
STAFF RECOMMENDATION:
Nominations for Mayor and Vice Mayor
City Clerk Ann Sullivan declared the offices of Mayor and Vice Mayor to be vacant and
asked for nominations.
Councilmember King moved to nominate Councilmember Page to Office of the Mayor
for 2009.
The City Clerk asked if there was a second to this nomination.
Councilmember Miller seconded the motion to nominate Councilmember Page to Office
of the Mayor.
No other nominations for Office of the Mayor were made.
City Clerk Ann Sullivan asked all those in favor of Councilmember Chuck Page for the
Office of the Mayor to signify by saying "Aye".
Councilmembers Nagpal, Miller, Hunter, King, and Page voted "Aye".
The City Clerk asked if anyone opposed; no one opposed.
MOTION PASSED 5-0-0.
Mayor Chuck Page thanked everyone and asked for nominations for Vice Mayor.
Councilmember Miller moved to nominate Councilmember King to the Office of Vice
Mayor.
Mayor Page asked if there was a second to this nomination.
Councilmember Hunter seconded the motion to nominate Councilmember King to Office
of the Vice Mayor.
No other nominations were made for Office of Vice Mayor.
Mayor Page asked all those in favor of Councilmember King for Office of Vice Mayor to
signify by saying "Aye".
Councilmember Nagpal, Miller, Hunter, King and Mayor Page all voted "Aye".
Mayor Page asked if anyone opposed; no one opposed.
MOTION PASSED 5-0-0.
2. OATHS OF OFFICE
State Senator Abel Maldonado, administered the Oath of Office to Mayor Chuck Page.
State Assemblymember Jim Beall administered the Oath of Office to Vice Mayor
Kathleen King.
3. REMARKS FROM NEW MAYOR, VICE MAYOR, AND COUNCILMEMBERS
Mayor Page thanked the Honorable State Senator Abel Maldonado and the Honorable
State Assemblymember Jim Beall for their participation in this meeting and for making
this event so special. Mayor Page also thanked his fellow Councilmembers for electing
him to be the Mayor for 2009. In addition, he thanked outgoing Mayor Waltonsmith for
her 10 years of service on the City Council; he thanked the four candidates that ran for
City Council in 2008 for their positive thought-provoking campaigns; and he thanked
City staff for their dedication and focus on customer support. Mayor Page noted that he
would like the City of Saratoga to provide a leadership role in sustainability in this
upcoming year. Mayor Page concluded his acceptance speech by thanking his family for
their continued support.
Vice Mayor Kathleen King thanked her family members for being there for her and for
their continued support. She also acknowledged former Recreation Department Director
Joan Pisani. She thanked State Assemblymember Jim Beall and State Senator Abel
Maldonado for their participation in this evening's event. She expressed her gratitude for
the assistance of Assemblymember Beall and Supervisor Kniss in helping the City
recover TEA property tax funds. She also thanked State Senator Maldonado for his early
support of Proposition lA.
Councilmember Jill Hunter thanked City staff for the wonderful job they do for the City
of Saratoga. She thanked outgoing Mayor Waltonsmith for her leadership and many
years of service to the community; and she thanked outgoing Councilmember Kao for her
service on the City Council. In addition, she thanked all the volunteers in the City,
Sheriff's Deputies for their service, and the commissioners that serve on the City
Commissions. She stated that she is very proud to be a citizen of Saratoga and thanked
everyone for attending this event. Councilmember Hunter thanked the community for
their continued support and noted she is looking forward to working with the new
Council.
Councilmember Howard Miller thanked Aileen Kao, Emily Lo and Susie Nagpal for the
positive campaigning during the 2008 Council election and the citizens for supporting
him and electing him to the Council. He thanked Troop 535 for their support and for their
participation in leading the Pledge of Allegiance at tonight's meeting. He thanked his
family for their support and stated he hoped to live up to the expectations of everyone and
that he was looking forward to working with a great Council. He noted he would work
for all of Saratoga.
Councilmember Susie Nagpal thanked her family and especially her father for
administering the Oath of Office to her earlier in the evening. She thanked the members
of her campaign for all their hard work and noted that she was privileged to participate in
an election campaign with three great 2008 Council candidates. In addition, she
expressed her gratitude to outgoing Mayor Waltonsmith and Councilmember Kao for all
they have done as Councilmembers. She thanked Mayor Page, Vice Mayor King, and
Councilmember Hunter for extending such a warm welcome to the new Councilmembers.
ADJOURNMENT TO RECEPTION
There being no further business Mayor Page asked for a motion to adjourn the special
meeting.
NAGPAL/KING MOVED TO ADJOURN THE SPECIAL MEETING AT 8:00 P.M.
MOTION PASSED 5-0-0.
