SARATOGA LIBRARY COMMISSION MEETING

ACTION MINUTES
I. Call to Order
Chair Manzo called the meeting to order at 7:03pm.
II. Roll Call
Commissioners Present: Cross, Grover, Foscato, Johnson, Manzo
Commissioner Absent: Chandra, Gipstein
III. Report on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on January 9,
2003.
IV. Oral and Written Communication
E-mail from Lori Bums, Staff Liaison, to Commissioners regarding liability issues for art
displayed in library and upcoming Art Commission meeting dated January 6,2003.
V. Approval of Minutes of December 11, 2002, Library Commission Meeting
Commissioner Gipstein moved to approve the minutes of the December 11, 2002, meeting
as amended. Commissioner Johnson seconded the motion and it passed 5/0.
VI. Old Business
a. Library Opening Update
. February 28, 2003 - estimated completion date
. Next Site Tour - February 5 will be limited to Library Expansion Committee,
Citizens' Oversight Committee, and Council
. Move into completed building - 5 week process
1. Temporary library will remain open during the first two weeks of transition
2. No library services in either building from the 3rd through 4th or 5th week of
process
3. Patrons will be allowed to borrow as many items as desired prior to closure of
temporary library, but items may not be returned until the permanent library
opens
. Grand Opening Event
1. Dedication/Celebration to be held several weeks after building is operational
2. A large committee representing many segments of the community has been
formed and responsibilities have been assigned. Lorie Tinfow, Assistant City
Manager, staffing the committee
3. A preview party for those who were instrumental in the library expansion
project will be held
b. Library Expansion Committee Update
City located trees with acceptable rootstock, which will be planted prior to library
opening. Inside work underway - wiring, taping, painting, redwood installation, ceiling
construction. Proj ected to be under budget upon completion.

c. Art Exhibit for Library Opening
. Commissioner Cross and Community Librarian Dolly Barnes attended the December
2002 Art Commission meeting.
1. They conveyed the policy decision not to accept donations of permanent works
of art.
2. The Art Commission responded favorably to the suggestion that the initial art
exhibit be limited to display in the main lobby only.
. Many local artists have expressed an interest in participating in the iuitial art display,
but for many reasons, including the development of jury procedures, the Art
Commission may not feature local artists at the opening.
I. Commissioner Cross was directed by Chair Manzo to speak to Council Member
Waltonsmith about how best to communicate the status ofthe grand opening art
display to the community.
VII. New Business
a. Volunteer Recruitment Campaign
. Volunteers will be used to move into the expanded library building.
. Campaign to recruit volunteers 13 years of age and up is underway.
1. V olunteers will serve as registrars, docents, shelfreaders, security, shelvers,
team leaders and computer docents.
2. Community Librarian Barnes distributed volunteer applications.
3. Staff Liaison Lori Bums gave Community Librarian Barnes mailing labels for
local high schools, colleges, universities, and religious groups to be used in the
volunteers campaign as wells as local boy scout troop contacts and the corporate
volunteer coordinator at the Volunteer Center.
. Commissioners plan to volunteer as much as possible and will train to serve as tour
docents. They will also be writing a script for the docents to use for tours.
b. County Library Notebook Review
Julie Farnsworth, Deputy County Librarian, distributed and explained the County
Library Notebook that provides a thorough overview of the county library system.
VIII. Reports
a. Julie Farnsworth, Deputy County Librarian
. The Governor's proposed budget for fiscal year 2003-04 contains a reduction in
state funding supporting the Library in the amount of$2.7 million or an 81.2% cut.
. JP A to discuss 2004 election campaign to address budget needs when Measure A
sunsets.
. Julie tendered her resignation with the SCCL effective February 28, 2003, and has
accepted the position of Library Director in Pleasanton.

Discussed topics for upcoming joint meeting with City Council. Items to be addressed:
introduction of new County Librarian, Melinda Cervantes; Library Volunteers; moving
plans.
c. Dolly Barnes, Community Librarian
. Council may hold adjourned meetings in the Community Room at the expanded
library.
. Temporary library experienced the largest circulation in the history ofthe Saratoga
Library.

d. Lori Burns, Staff Liaison
Book Go Round had a leak, resulting in mold. Leak has been repaired and mold has
been sealed off. Test results due in two weeks.
e. Cathy Foscato, Friends of the Saratoga Libraries
. Furnishing the Future Campaign has raised $342,000 to date. Wooden book spine
sale extended, and cost reduced from $SOO to $300.
. City of Monte Sereno Council approved a $S,OOO donation to the library.
IX. Adjournment
Commissioner Foscato moved to adjourn the meeting. Commissioner Cross seconded the
motion and the meeting was adjourned at 9:0Spm. 6/0
