SARATOGA LIBRARY COMMISSION MEETING Saratoga Community Library, Community Room 13650 Saratoga Avenue Saratoga, CA 95070 Wednesday, January 24,2001 7:30 p.rn. ACTION MINUTES I. Call to Order Chair Manzo called the meeting to order at 7:30pm. II. Roll Call Commissioners Present: Chandra, Cross, Foscato, Johnson, Gipstein, Manzo, O'Donnell III. Report on Posting of Agenda Pursuant to Government Code 54954.2, the agenda was properly posted on 01-19-01. IV. Approval of Minutes of September 18,2000, Joint Meeting with Saratoga City Council, Library Expansion Committee, Citizens' Oversight Committee, Heritage Preservation Commission, Public Safety Commission, and Planning Commission Commissioner Gipstein moved to approve minutes as amended. Commissioner Cross seconded the motion and the motion passed 7/0. Approval of Minutes of December 6, 2000, Library Commission Meeting Commissioner Cross moved to approve the minutes October 25, 2000. Commissioner O'Donnell seconded the motion and it passed 7/0. V. Old Business a. Library Expansion Committee Update 1. Council approved building and landscape design at 01-17-01 meeting. 2. Library Expansion Committee must review construction cost projection as estimated cost must not exceed $14,500,000. 3. Site development may be fast-tracked moving up the opening of a temporary library from November 2001 to July 2001. The temporary library may be in use for 18 months. - Schedule set by construction deadlines, not library needs. - County may pay for temporary storage. b. Library Art Review Committee Update Commissioner Cross made a motion that, "As a result of extensive research and considerable analysis, the Library Commission recommend to the City Council that the City of Saratoga not accept donations of gifts of art on behalf of the library; rather the Commission will facilitate ongoing art exhibits in the library. Commissioner Foscato seconded the motion and it passed 7/0. VI. New Business a. Prepare for meeting with City Council ....... Agenda items for Joint Meeting: Donations of Art, Temporary Library Services, SB 74 & 94 b. Joint Ventures with Private Businesses and Local Public Libraries Tabled until February 2001. VII. Reports a. Susan Fuller. County Librarian 1. JPA meeting scheduled for 01-25-01. Stan Bogosian and Representative Kniss to attend. 2. SB74 sponsored by Speier and SB94 sponsored by Torlakson addressing property tax redistribution will be presented this session to allow exemptions oflibraries. 3. CAC is assessing its usefuIness; lack of focus, no quorums. b. Dollv Barnes. Community Librarian The Library celebrated number one ranking by Library Journal. c. Marcia Manzo. Library Commission Chair Announced that the Friends of the Saratoga Libraries current fund raiser: selling of original book is suffering from poor sales. d. Lori Burns. City Staff Liaison No Report. e. Jim Givens. Friends of the Saratoe:a Libraries - Absent. VIII. Oral and Written Communication None. IX. Adjournment Commissioner Foscato moved to adjourn the meeting.
