ACTION MINUTES
I. Call to Order
Chair Manzo called the meeting to order at 7:00pm.
II. Roll Call
Commissioners Present: Chandra, Cross, Gipstein, Grover, Foscato, Manzo
Commissioner Absent: Johnson
III. Report on Posting of Agenda
Pursuant to Government Code 54954.2, the agenda was properly posted on Apri117, 2003.
IV. Approval of Minutes of March 26, 2003, Library Commission Meeting
Commissioner Gipstein moved to approve the minutes ofthe March 26, 2003.
Commissioner Foscato seconded the motion and it passed 6/0.
V. Oral and Written Communication
. E-mail invitation to Library Ribbon Cutting (See Attachment A)
. E-mail from Lorie Tinfow requesting Commission annual highlights for budget
document (See Attachment B)
. Note from resident to Commissioner Johnson re: library video circulation policy - to
be put on May agenda (See Attachment C)
. Councilmember Kline gave an overview of the program he is hosting, which is
televised on Mondays at 6:30 on KZSAR. The library will be the subject for the May
12th show. Dolly Barnes and Bill McDonnel are the guests.
VI. Old Business
a. Library Expansion Committee Update
. Installation of lighting, shelving, carpeting is ongoing.
. Irrigation and landscaping has begun.
. Office furniture delivery scheduled for April 29, 2003.
. Pac Bell lines installed.
b. Library Opening Update
. Over 200 individuals responded to call for volunteers. Waiting list has been
established.
. Flyer armouncing mid-May closing of temporary facility and reopening of expanded
library to be created and distributed soon.
- Art Exhibit Volunteers
. Proposed art display to hang for 1 - 2 months.
. Insurance for proposed art display needs to be finalized.
- Dolly Barnes will follow-up on insurance for Givens donation.
. Owner requires two guards during library operations.
- Using volunteers as guards is under consideration.
- Volunteers to be under the authority of the City.
- Library not in a position to assume any responsibility for art display or volunteers.

c. Conflict ofInterest Reporting Form 700
Commission will comply with reporting requirements by next meeting. Commissioner
Grover has already complied.
VII. New Business
a. Joint Meeting with Council- Saturday, April 26 - 2:45pm at the Adult Care
Center
Melinda Cervantes and Gay Strand from the County will speak as well as Dolly Barnes.
VIII. Reports
a. Melinda Cervantes, County Librarian
. Library Legislative Day in Sacramento
Wednesday, April 30 - 8:30am - Noon
Chair Manzo and Vice Chair Cross to attend
- Under consideration: Elimination of Transaction Based Reimbursement and
Implementation of Fees for Service
. Morgan Hill and Gilroy were two of 67 cities to apply for grants under Proposition
14
- Notification of recipients will occur in September 2003
. Campbell Library may discontinue Sunday service due to budget.
. Appreciation of support from JP A, Councils, and Commissioners during the state
budget deliberation process.
b. Marcia Manzo, Chair
Polled Commission on support for setting up a sinking fund to cover future building
maintenance expenses with remaining bond monies ($200,000 - $250,000) verses
refunding Saratoga households. Commission generally supportive. Commissioner
Chandra asking what was the cost to refund the households. Lorie Tinfow is
researching that cost. The Bond Oversight Committee may be making a
recommendation to Council in September 2003.
c. Dolly Barnes, Community Librarian
Focusing on move into permanent building. Temporary building worked out better
than expected. Expressed appreciation to City staff and community. Beginning May 8,
one week check-out items will not be due until mid-June.
d. Lori Burns, Staff Liaison
No report.
e. Cathy Foscato, Friends of the Saratoga Libraries
Paperback Book Sale and Auction were successful.
Concerned about need to vacate trailers at Community Center.
IX. Adjournment
Commissioner Foscato moved to adjourn the meeting. Commissioner Cross seconded the
motion and the meeting was adjourned at 9:30pm. 6/0
