ACTION MINUTES
I. Call to Order
Vice Chair Cross called the meeting to order at 7:02pm.
II. Roll Call
Commissioners Present: Chandra, Cross, Foscato, Gipstein, Grover, Johnson
Commissioner Absent: Manzo
III. Report on Posting of Agenda
Pursuant to Govemment Code 54954.2, the agenda was properly posted on May 22,2003.
IV. Approval of Minutes of April 23, 2003, Library Commission Meeting
Commissioner Gipstein moved to approve the minutes of the April 23, 2003.
Commissioner Foscato seconded the motion. Commissioner Johnson abstained and the
motion passed 5/0.
V. Oral and Written Communication
None
VI. Old Business
a. Library Expansion Committee Ufdate
Construction not complete. June 9t opening is tentative. Books and media have been
shelved.
- Library Expansion Committee meeting is June 4th.
- Citizens' Oversight Committee meeting is June 2nd.
b. Library Grand Reopening Update
- Art Exhibit
. Head's art exhibit has been postponed. Orchard themed local artists' work to be
displayed instead.
- Event Volunteers
. Recruitment underway.
- Library Map
. To be developed. Commissioners gave input such as how much detail to include,
what to do for orientation, size of paper.
. Will not be available for grand reopening. Library Staff will develop a simple
map for a self guided tour to be used at the grand opening.
c. Conflict ofInterest Reporting Form 700
Staff Liaison, Lori Bums, reminded Commissioners to comply will reporting
requirements as soon as possible and communication that City Clerk Cathleen Boyer is
available and willing to assist.
d. Follow-Up to April 26th Joint Meeting with Conncil
Councilmember Kline reported the he found the presentation to be effective, the
historical perspective interesting, and that he supported using the remaining bond
monies to set up a fund dedicated to library building maintenance.
e. Givens' Painting Insurance
Tabled
VII. New Business
a. Summer Commission Meetings
Commissioner Gipstein moved to recess the Library Commission for the months of
July and August due to potential oflack of quorums. Commissioner Foscato seconded
the motion and it passed 6/0.
b. Educational Software for Children - Commissioner Chandra and Librarian
Barnes
- Prior to expansion, one computer was dedicated to educational software.
- On-line educational sites are the current state of the art. Commissioner Chandra
passed out a copy of the home page to funbrain.com as an example. (See Attachment
A)
- The trend is using console equipment for educational software or wireless
connections.
c. Library Circulation Policies
- In response to correspondence received by Commissioner Johnson, County Librarian
Cervantes distributed copies of the County's Media Policy, Access for Children and
Young People to Videotapes and Other Nonprint Formats, as well as a brochure
distributed to new library card holders adopted by the JP A. (See Attachments B and
C).
. Filters are installed on computers in children's section.
. Parents are responsible for monitoring children's access to library collections.
- Library is committed to free access and to privacy protection.
. Books on hold are kept in brown bags to protect privacy.
.' Records are destroyed was items are returned to library.
Commissioner Johnson asked how he should respond to citizen who authored
correspondence.
. Councilmember Kline said that parents have the ultimate authority and
responsibility to monitor their children's access to library material.
. County Librarian Cervantes offered to speak with the citizen and asked
Commissioner Johnson to have the concerned citizen contact her directly.
VIII. Reports
a. Melinda Cervantes, County Librarian
- Sarah Flowers has been appointed Deputy County Librarian.
. Proposed state budget continues to impact the county's funding.
. City of Saratoga's draft lease was described as the best in the system and will go
to City Council on June 4th and to the JPA on June 5th.
- Sacramento Legislative Day
. Commissioners Manzo and Cross attended and according to County Librarian
Cervantes "truly championed the library cause".

c. Dolly Barnes, Commnnity Librarian
Temporary library continues to circulate high volume. Gearing down to closing of
temporary library.
d. Anne Cross, Library Commission Liaison to Art Commission
Art Commission is pleased with community response to Orchard theme exhibit for
library reopening and expects process to continue smoothly.
e. Cathy Foscato, Friends of the Saratoga Libraries
Friends Thank You party is Saturday, May 31 st. New Officers will be installed.
f. Lori Burns, Staff Liaison
No report.
IX. Adjournment
Commissioner Foscato moved to adjourn the meeting. Commissioner Chandra seconded
the motion and the meeting was adjourned at 8:30pm. 6/0
