SARATOGA LIBRARY COMMISSION MEETING City Hall, Administrative Conference Room 13777 Fruitvale Avenue Saratoga, CA 95070 Wednesday, September 26,2001 7:30p.m. ACTION MINUTES I. Call to Order Chair Manzo called the meeting to order at 7:30pm. II. Roll Call Commissioners Present: Chandra, Cross, Foscato, Johnson, Manzo, O'Donnell (tardy), Manzo Commissioners Excused: Gipstein III. Report on Posting of Agenda Pursuant to Government Code 54954.2, the agenda was properly posted on September 18, 2001. . IV. Approval of Minutes of May 23, 2001, Library Commission Meeting Commissioner Johnson moved to approve the minutes of the May 23,2001, Commissioner Cross seconded the motion and it passed 5/0. V. Old Business a. Library Expansion Committee Update 1. Footings to be dug week of October 1 and cement poured week of October 8 2001. 2. Design phase 95% completed. Construction Management Firm to review to ascertain feasibility of construction. - Final finishes left out of design plans to allow for cost adjustments. 3. Cement vault or bunker uncovered. May effect Phase I completiohdate. PG&E approval also pending. 4. Rotary did not approve grant request ($51,000) to furnish new community room. 5. JP A Funds to be used to furnish staff office space and public computers. b. Temporary Library Update I. Dolly Barnes, Community Librarian, reported: Materials not moved to temporary facility has been recorded and stored. Shelving is up. Furniture arranged. 46,000 items have been kept in circulation in temporary facility. Items are shipped downtown to be checked in. Saratoga News published a few articles about temporary facility. Problems with water and electricity have been addressed temporarily. c. Groundbreaking Ceremony Lorie Tinfow, Assistant City Manager coordinated a wonderful, well-attended event. VI. New Business a. Commission Chair and Vice Chair Election Commissioner Johnson moved to table election until October Meeting. Commissioner Cross seconded the motion and it passed 5/0. b. City's Art Commission .. ~ 1. Commission has been established and recruitment for members is underway. 2. Library Commission and Book-Go-Round request copies of the agenda. c. Role of Library Commission over the next two years 1. Focus has been the expansion of the building for the last ten years. 2. Purpose of Commission is to serve an advisory role regarding library services and to be a conduit for communication with community and county. 3. Issues to be addressed: - Education for Commissioners - County funding for library staff may not increase after expansion. - Services may require prioritizing. VII. Reports a. Julie Farnsworth, County Librarian I. County is seeking to hire interns from SJSU Master's Program. 2. Governor Davis killed ERAF bills. - New campaign strategy to address Measure A sunset in 2005 necessary. 3. JPA to meet October 25,2001. - JPA requires amendment to allow for special tax district (Mello-Roos). - San Jose agreed to contribute to Alum Rock Library based on circulation and population. b. DoHv Barnes Community Librarian 1. Commended Lorie Tinfow regarding her leadership of the library expansion project. c. Marcia Manzo, Library Commission Chair 1. Commissioner Cross moved that the Library Commission commence its monthly meetings at 7:00pm, effective October 24. Commissioner Johnson seconded the motion and it passed 6/0. 2. November Council Meeting to be held November 28 at Book-Go-Round. 3. Commissioner Cross moved to review summer calendar at May 2002 Commission meeting. Commissioner Chandra seconded the motion and it passe,d 6/0. d. Lori Burns, City Staff Liaison 1. Gave staffing update. 2. Reported on City's World Trade Center Memorial Service. e. Anne Cross, Friends of the Saratol!a Libraries 1. Announced guest speaker, Timothy Near, Director of the San Jose Repertory Theatre to be held October 27. VIII. Oral and Written Communication None. IX. Adjournment Commissioner Foscato moved to adjourn the meeting.
