SARATOGA LIBRARY COMMISSION MEETING Administrative Conference Room 13777 Fruitvale Avenue Saratoga, CA 95070 Wednesday, December 11,2002 7:00 p.m. ACTION MINUTES I. Call to Order Chair Manzo called the meeting to order at 7:05pm. II. Roll Call Commissioners Prescnt: Chandra, Cross, Gipstein, Grover, Foscato, Johnson, Manzo III. Report on Posting of Agenda Pursuant to Government Code 54954.2, the agenda was properly posted on December 3, 2002. IV. Oral and Written Communication Art Commissioners Tracy Halgren and Sylvia Wolhmut introduced themselves to the Library Commission, expressing the Arts Commission enthusiasm for collaborating with the Library Commission to ensure an outstanding art display for the library's grand opemng. V. Approval of Minutes of October 23, 2002, Library Commission Meeting Commissioner Cross moved to approve the minutes ofthe October 23, 2002, meeting Commissioner Foscato seconded the motion and it passed 4/0. VI. Old Business a. Art Exhibit for Library Opening - Arts Commission representatives to participate in discussion. . BrainstOlming ideas included: work of Saratoga artists to be displayed, County Art Exhibit Policy to be reviewed, Art Commission developing its own Art Exhibit Policy, two and three dimension artwork to be included? Space to be considered for displays - 2 locked cases in quiet reading room, wall on right in lobby, space above fireplace, children's art in story telling room (Pragati and Tracy to discuss school involvement). Cost of sign age? Historical Saratoga featured art may be displayed in Community Room, Possibility of digital and interactive art. . Statuary ideas - Sunnyvale Library - man reading on bench; Los Altos Library- statuary animals, bugs and trees, children on benches; Cincinnati Library - Book fountain, benches wi legs made out of books. Interest from bonds may be a funding source. . Liability -- Building has electronic system including motion censor; doors and windows are wired. County provides liability coverage for art up to $2,500. L Burns to research additional coverage through the City Liability policy. . The Al1 Commission meets on the second Monday of the month from I :OOpm to 3:00pm at the Community Center. Commissioner Grover moved that Commissioner Cross serve as Library Representative to Art Commission with Commissioner .I Foscato serving as her alternate. Commissioner Gipstein seconded the motion and it passed 6/0. L Burns will inform Art Commission liaison to include both representatives in agenda distribution. b. Library Expansion Committee Update Opening on schedule for Spring 2003. - Discussion about the problems with replanting fruit trees ensued. Commissioner Gipstein expressed concern that all the new and replacement fruit trees may not be in the ground by the grand opening. The entire Commission shared this concern. L Bums informed the Commission that the City is doing all it can to locate and plant the trees with the rootstock identified by the consultant. VII. New Business a. Update on Library Opening Plans A committee representing Council, Commissions, Friends of the Libraries, community groups, and Library and City staff representatives convened to plan the grand opening acllvltlcs. Clty Council appropriatcJ $10,000 l'or the openlng. Activities marking the opening may be conducted for 4 weeks or so with the grand celebration to occur one month after the operational opening. VIII. Reports a. Julie Farnsworth, Acting County Librarian I. State budget signed - State funds to SCCL to be reduced 75% 2. JP A holding a special meeting on Dccember 12 to discuss the sunset of Measure A funds. 3. New County Librarian, Melinda Cervantes, appointed effective December 2,2002. b. Marcia Manzo Commission may be involved in library volunteer recruitment campaign. c. Joan Zedar, Adult Services for Dolly Barnes Community Librarian Space is at such a premium in the temporary library that have of the patron's holds are located in thc public area. Adjournment Commissioner Foscato moved to adjourn the meeting.
