Saratoga Parks and Recreation Commission Meeting
Administrative Offices, 13777 Fruitvale Avenue, Saratoga
May 7, 2001

Action Minutes
I. Call to Order
The meeting was called to order at 7:33 p.m.
II. Roll Call
Commissioners Present: Alberts, Clabeaux, Fronczak, Ioannou, Olsen, Seroff.
Commissioners Absent: Dodge.
Others Present: Council member Nick Streit, Public Works Director John
Cherbone, Saratoga residents James and Teri Baron, Saratoga resident Katie
Alexander, Saratoga resident Steve Haynes, Saratoga resident Jackie Wescoat,
Saratoga resident Carl Sessler, Staff Liaison Cary Bloomquist.
III. Report on POStInL+ of the Minutes: Pursuant to Government Code 54954.2 the
agenda was properly posted on May 2, 2001.
IV. Approval of Minutes of Meeting: Apri12, 2001 Action minutes were approved
via a motion from Commissioner Alberts, which was seconded by Commissioner
Clabeaux, vote taken, motion carried 5-0 (Commissioners Olsen and Dodge were
absent during vote).
V. Administration:
Update from Public Works Director John Cherbone given. Of special
significance: The Congress Springs Park project will be going out to bid this
week. Mr. Cherbone noted fundraising efforts have commenced for the Congress
Springs Park Project, but few donations have been received.
VI. Oral & Written Communication:
Teri Baron addressed the Commission regarding the Kohler property. Concerns
raised about trail easement dedication.
VII. New Business:
House Property vacation request presented by Commissioner Ioannou. Motion
made by Commissioner Ioannou to approve vacation subject to dedication and
improvement of trail easement from Chadwick Court to adjacent parcel # 503-12-
41, #503-15-59 and #503-15-64 to connect to trail segment 44. Motion seconded
by Commissioner Olsen, discussion ensued, vote taken, motion carried 6-0
(Commissioner Dodge absent during vote). Trail easement realignment at 22111
Villa Oaks Drive presented by property owner Steve Haynes with elaboration by
Teri Baron of the Saratoga Trail Enthusiasts. Motion by Commissioner Alberts to
accept proposal by Mr. Haynes to reroute trail easement, at his expense, and

install a new trail to be developed to the existing trail quality standards. Mr.
Haynes will have to submit a bid proposal and install trail within 90 days from
May 7, 2001. Once trail is developed, surveyor will be hired to facilitate trail
easement swap. Motion seconded by Commissioner Seroff, discussion ensued;
vote taken, motion passed (6-0). Due to Azule Park discussions, Chair Fronczak
recused himself and Vice Chair Elaine Clabeaux took control of the meeting.
Azule Park Survey cover letter, Azule Park Survey and Azule Park project time
line discussed. Motion made by Acting Chair Clabeaux to accept Azule Park
Survey cover letter. Motion seconded by Commissioner Alberts, vote taken,
motion passed 5-0 (Chair Fronczak recused, Commissioner Dodge absent).
Motion made by Commissioner Olsen to Accept Azule Park Survey with minor
corrections as indicated. Commissioner Alberts seconded the motion, discussion
ensued, vote taken, motion carried 5-0 (Chair Fronczak recused, Commissioner
Dodge absent). At this time, Chair Fronczak rejoined the group. Warner Hutton
house improvements discussed. Tour offered by Beverly Tucker of Recreation
Department prior to next P.R.C. Meeting. Commission will meet in front of
Warner Hutton House at 7:00 p.m. on June 4 for the tour. Safety Survey of all
City Parks briefly discussed. Safety Survey will be discussed at a future P.R.C.
meeting if deemed necessary by Commission. Motion by Commissioner Ioannou
to recommend compressed safety surface material at all City Parks be brought up
to standards specified by code. Commissioner Clabeaux seconded motion, vote
taken, motion carried 6-0 (Commissioner Dodge absent). Fundraising for
Congress Springs park briefly discussed. Liaison Bloomquist encouraged all
Commissioners to donate to project. Fundraising campaign is in process, but
funds coming in slowly.
VIII. Old Business:
Liaison Bloomquist gave update on placement of additional signage on Parker
Ranch "Water Tank" trail. Trail Closure enforcement campaign by County
Sheriff is in process. Liaison Bloomquist updated Commission regarding Union
Pacific Rail Road Trail community meeting to be held on Thursday, June 7 at 7:00
p.m. at the Quinlan Center, City of Cupertino. All Commissioners strongly
encouraged to attend.

X. Adjournment
Commissioner Alberts made a motion to adjourn the meeting, Chair Fronczak
seconded the motion. The motion carried 6-0 and the meeting was adjourned at
10:05 p.m.
