Call to Order The meeting was called to order at 7:34 p.m. II. Roll Call Commissioners Present: Elaine Clabeaux, Sandra Dodge, Logan Deimler, Angela Frazier, Norbert Fronczak, Greg Gates, Nick Seroff Commissioners Absent: None Others Present: Council Liaison Ann Waltonsmith, Public Works Director John Cherbone, Recreation Director Joan Pisani, Saratoga Resident Bert Martel, Staff Liaison Cary Bloomquist III. Report on Postine of the Aeenda: Pursuant to Government Code 54954.2 the agenda was properly posted on March 3, 2003 IV. _Approval of Minutes of Meeting: Motion by Commissioner Greg Gates, Seconded by Commissioner Elaine Clabeaux, to approve March 3, 2003 Action Minutes. Vote taken, action minutes approved 7-0. V. Administration: 1) Council Liaison Ann Waltonsmith gave an update regarding the Gardiner Park Trail, indicating the report was informational only. Staff Liaison Bloomquist gave overview of Staff report to Council indicating legal issues and Council direction to open trail by June 1, 2003. Issue needs to be reviewed by Santa Clara Valley Water District Board at their Board meeting in May 2003. Prospect road widening mentioned. 2) Recreation Director Joan Pisani reported winter program participation at 2,200. Spring programs commence in 2 weeks. No usage at El Quito Park until construction ends sometime June 2003. Trips continue to be very popular and are typically booked solid several weeks in advance. 3) Public Works Director John Cherbone reported El Quito Park Irrigation and Drainage projects to commence next week. Completion to occur in approximately 6 weeks. Azule Park entrance by Knollwood Court to be closed at Grand Opening, which should occur sometime late May 2003. Signage to be placed at Azule Park stating our Dog ordinance. Westhope Church parking agreement delayed because of meetings with residents in Condo/Townhouse complex. Should be brought back to Council sometime mid-May 2003. VI. Oral and Written Communication. Mr. Bert Martel spoke regarding dumping of contaminated soil at West Valley College Campus by the West Valley Sanitation District. Presented maps and other statistical information to Commission. Issue has been discuss at length by City Council and the responsibility lies with West Valley Sanitation District and West Valley College. VII. Action Items 1) Chair Sandra Dodge discussed PRC Retreat on Saturday, June 7 at Hakone Gardens around 9:00 a.m. Draft agenda thoroughly reviewed. Feedback received from each Commissioner. Via consensus, draft, as presented, was accepted with minor changes. 2) Chair Sandra Dodge presented draft report for joint meeting with City Council on Saturday, Apri126, 2003. Draft report thoroughly reviewed, feedback received from each Commissioner. Changes to be incorporated into final draft. 3) Chair Sandra Dodge introduced El Quito Park Improvement Project being placed on May 5, 2003 PRC Agenda. Expectation is to have presentation during PRC meeting. Open house will be earlier that same day, from 8:00 a.m. - 5:00 p.m. VIII. Old Business None IX. New Business None X. Reuorts 1. Sub Committees: a) Trails: Commissioner Deimler, Chair of the Trails Sub Committee, reported some dissention regarding House trail. Jan Garrod looking into bringing more easements into the City through his property. 2. Task Forces: Brief overview of each task force given by appropriate Commissioner. El Quito, Brookglen and Wildwood Park Task Forces will be presenting at the May 5, 2003 PRC meeting. XI. Adiournment Commissioner Logan Deimler made a motion to adjourn the meeting. Commissioner Elaine Clabeaux seconded the motion. Vote taken and motion carried 7-0.
